With the increasing complexity of human society,a variety of public issues are showing an increasing trend,especially with "spillover"and "regional" public issues often occur,of which the most typical dispute is trans-boundary water pollution.On the surface,the frequent occurrence of trans-boundary water pollution incidents are resource and environmental crisis of water,essentially reflects the current fragmented governance model is becoming more and more limited in the management of inter-regional public issues such as trans-boundary water pollution,the governance of trans-boundary water pollution can not be solved individually and effectively by a single local government,so it requires each area in the basin by strengthening the cooperation between each other to form effective pollution control efforts to promote the governance of trans-boundary water pollution.Since 1980s,the water pollution in the Weihe River Basin was very serious,In recent years,although the Shaanxi Provincial Government and four local government which along the Weihe River have taken many measures to govern the water pollution problem in the Weihe River Basin,but the water environment of Weihe River Basin still exist a lot of problems,such as,the effect of governance is easy to rebound,the proportion of the water which inferior fifth type of water quality standard is still on the high side and so on,the task of preventing and controlling water pollution in Weihe River Basin is still facing difficulties.Therefore,in order to realize the effective control of water pollution in the Weihe River Basin,and form a long-term mechanism of pollution control,this paper argues that the local governments should go beyond the traditional model of fragmented governance,through strengthening the coordination and cooperation between each other,from "closed administration" to "regional administration" from decentralized governance to cooperative governance.Based on the use of Game Theory,Tragedy of the commons Theory,Regional Public Management Theory and the theory of Intergovernmental Relations,This paper analyzes the current situation of trans-boundary water pollution in the Weihe River Basin and the problems of cooperation on water pollution control between the four local governments,Baoji,Xianyang,Xi'an and Weinan,and discussed how to better promote the cooperation between the local governments in the Weihe River Basin,Including the transformation of the concept of governance,establish a "cooperation" and "win-win" concept of governance,improve the laws and regulations about the cooperative governance of the local government on trans-boundary water pollution,establish a scientific cadre performance appraisal system,improve the local fiscal expenditure sharing system,establish the coordination and cooperation organization,to promote the effectively governance of cross-border water pollution in Weihe River Basin.
