Public opinion in the network is a "double-edged sword", guide correctly, it can promote the development of social economy and the progress of democracy and rule of law; by contraries, it will confuse the public audio-visual, disturb social order, interfere governmental public decision-making, and obstruct justice. Therefore, we should face the network of public opinion rationally, understand and analyze the influence of network political participation of citizens correctly. How to distinguish and use of network public opinion, to guide and standardize the network public opinion and political participation, is not only a test of government management of democracy, but also consider the people-oriented management concept.This paper is divided into six parts:Introduction,The main topics of papers described the reason, combing through the literature, the basic grasp of domestic and foreign scholars on citizen participation in government decision-making research network status, and government decision-making and paper-related, government decision-making process, citizens network participation, public opinion and other core network concept and definition of the sort, that:the state government decision-making executive powers and functions of the statutory range, in the performance of government functions in the process, the issues facing the development of action programs and guidelines for action to achieve common interests.
