On Citizen Participation Mechanism In Contemporary China Public-decision From The Perspective Of Participatory Democracy

Public-decision is a dominant method for government to provide public services and implementation management.The role of citizen participation mechanism cannot be ignored in view of its an important guarantee to realize the democratization and scientificity of decision-making process in the public-decision.Meanwhile,participatory democracy theory has been a research focus in schools where “participation” dominates from the developmental trend of contemporary democratic theory.Wherein,the true democracy is emphasized that citizens participate fully and direct in the process of public-decision with the concepts of positive freedom,aimed-participation and civic virtues.Citizen participation mechanism in the public-decision refers to an active process where a citizen or an organization takes an active part in establishment,implementation and evaluation of public-decision in any effective ways and exerts an effect on decision results for the purpose of expressing intensions and gaining public benefits concerning the decisions about personal vital interests.Therefore,participatory democracy theory plays an important role in the establishment and promotion of the citizen participation mechanism in the public-decision in terms of extensive participation of the main body,unified public spirit,positive civic virtues and agreeable public interests.However,there exist defects and deficiency that dominant top-down public-decision model,unsound public sentiment expresses mechanism and inadequate participation dynamic mechanism in our domestic citizen participation mechanism of public-decision nowadays.On the basis of this,the thesis tries to explore the causes of citizen participation mechanism including the increasing contradictions between the citizen participation and decision-making efficiency,the unblocked channel to take part in the decision-making process,citizens' low political self-efficacy and the existence of free ride thought.Considering it,the establishment and improvement of the citizen participation mechanism in public-decision from the perspective of participatory democracy should start with information collection,plan formulation,implementation and evaluation,modification specifically as follows,firstly we should improve open information mechanism and establish citizen participation dynamic mechanism;secondly,we are supposed to encourage citizens dynamic participation,expand multilayer communication channels and perfect the citizen expressing mechanism;thirdly,we had better insist on citizen dynamic participation and diversified monitoring mechanisms;finally,we can establish the appraisal feedback mechanism and welcome the new and better ways from citizens to improve the rationality and acceptability of the public-decision.
