The cultural outlines the development of human history, and the cultural construction is the basis for the development of social history. Since the propose of construction of cultural power on the seventeen session of the six plenary session of the Communist Party of China, the status and function of cultural construction becomes more and more significant. Comrade Xi Jinping has proposed the realization of modernization and the great rejuvenation of the chinese nation which is short for "China dream" in november,2012. The rise of the great power must rely on the power of culture, and the rise of confidence and strength of the Chinese must rely on the nourish and influence of culture. So the culture construction of the Communist Party of China have inherent meaning of life and happiness of the people of the nation.The thesis, from historical angle and realistic angle, made a research on the theory and practice of cultural construction, is based on study of the cultural construction of Communist Party of China within the seventeen years after the founding of PRC. The thesis conducted more thorough research on some important matters which occured on the joint point of seventeen year history of cultural construction, and then extracted three core problems of cultural construction, which are the intellectual, cultural security and cultural governance.The introduction part of this article discusses the processing method of historical and realistic problems on macroscopic. In addition, the other parts analyzes the advantages and disadvantages of the existing achievements, and sets up the frame of this article.The first two chapters are the historical research on the cultural construction of Communist Party of China within the seventeen years. The first part is the historical situation from1949to1956. The learning movement, the intellectuals ideological reform movement and the critical movements of ideological culture constitute three driving force for transformation, and preliminary prosperity brought by the literature reform is the performance of the historical progress after the initial formation of the centralized Culture.The second part is the historical situation from1956to1966. On the one hand, with the changing of the class attribute cognizance of intellectuals, and the proposing and implementing of the policy of "double hundred" by Communist Party of China, the socialist culture appeared a variety of prosperity. But on the other hand, in the face of the profound changes in international and domestic situation, the "left" errors in the guiding ideology gradually developed, as a result Communist Party of China launched the anti rightist struggle and the "great leap forward" movement. The critical movement of the movie "Li Huiniang" was the prelude to cultural politics, which also caused many setbacks in the development of the cultural construction.The last three chapters are the reality research on the cultural construction of Chinese Communist Part. The thesis analyzes the reason of failures on the question of the intellectuals made by the ruling party, and undertook some think on the talent strategy. The fourth part is the problem of national culture security. The thesis puts forward double pressures of national cultural security which from domestic and abroad, and then discusses some corresponding solution strategies. The fifth part is the cultural governance ability. The thesis abstracts two aspects of the cultural governance ability, and made separately commonts. The conclusion part is the end of the thesis, and it is more about theory sublimation.
