The rapid farmland conversion is almost unavoidable during the process of urbanization in recent years.Land tenure adjustments resulting in land conflicts in the rapid farmland conversion process.Land conflicts caused certain negative effects,such as landless rights suffered serious damage,increasing social conflicts.Meanwhile,due to the character of farmland poverty, ie. collectively owned but with ambiguous definition on the bundles of property rights,it creates a series of social problems.Although the existing researches have made some good attempts, there are still not comprehensive in these fields. The researches have ignored a number of important issues, for example, what does the role of local government plays in mass land expropriation conflicts?Can mass land expropriations conflicts were prevent? Furthermore, how defined the concept of local governments capability of prevent mass land expropriation conflicts? How scientific evaluations of it? How should building local government capability of prevent mass land expropriation conflicts? It is obviously great importance that the answers to these crucial questions about the role of local government in the mass land expropriation conflicts.To this end, based on the result of the existing study,this paper, using the more advanced methods, is working at local government capability of prevent mass land expropriation conflicts in china. This paper is aiming at perfect the local government capability theory,and provides scientific policy recommendations in the reform of the land expropriation system and capacity building.Nine chapters constitute this thesis. Chapter1is the preface. Chapter2is the research foundation of this article. Chapter3is structural analysis of local government capability in prevent mass land expropriation conflicts. Chapter4to Chapter8study include risk early-warning ability,conflict mediation ability,conflicts resolution ability,reorganize resources ability and prevention capability according to law and regulation. The part of the conclusion in this paper puts in chapter9.This thesis, through the above-mentioned studies, has drawn the main conclusions as follows: (1) The dimension of local government capability in prevent mass land expropriation conflicts includes risk early-warning ability, conflict mediation ability, conflicts resolution ability, reorganize resources ability and prevention capability according to law and regulation.(2) Evaluation results of risk early-warning ability indicates that,it is generally high that the values of county government and municipal government in risk warning ability, the county government and municipal government emphasis on risk early-warning. Factors shows that human resources imposes most on the impact of risk early-warning ability, information technology and external pressure have significant positive impact on risk early-warning ability.Actors network analysis showes that actors includes the land bureau, third-party risk assessment agency,comprehensive management office,office of the petition,legal aid centers and experts.Mandatory access point is dynamic monitoring and resolving land conflicts risk.Based on the findings of the three levels,policy recommendations of risk early-warning ability are proposed,training skills in risk early-warning,strengthening coordination mechanisms between the land bureau, legal aid center and other departments, raising risk early-warning mechanism and building up risk information platforms.(3) The results of contradiction mediation capability evidences that,it is changes greatly and obvious differences that the values of contradiction mediation capability in the county government and municipal government. Factors shows that information technology and external pressure has significant negatively effect on contradiction mediation capability, human resources and conflicts characteristic have significant positive effect on contradiction mediation capability.Actors network analysis showed that actors includes mediation committees,public access office,professional mediators,land bureau,courts, legal aid centers and higher levels of government. Mandatory access point is timely and effective mediation land conflict.Based on the findings of the three levels,policy recommendations of contradiction mediation capability are proposed,setting up interest demands channels, integrating relevant function of land acquisition departments, improving information communication mechanism, narrowing the bounds of land acquisition, guiding the professional mediators involved in conflict mediation. (4) The assessment results of conflict resolution capability indicate that, it is generally high that the values of the county government and municipal government in conflict resolution capability. Factors showed that external pressure imposes most on the impact of conflict resolution capability, conflict characteristic have significantly negative impact on conflict resolution capability, human resources and external have significantly positive impact on conflict resolution capability.Actors network analysis showed that actors includes emergency office, police department, staff, maintenance of stability, the land department, higher levels of government and the media Mandatory access point is timely disposal of the land mass of land conflicts.Based on the findings of the three levels, policy recommendations of conflict resolution capability are proposed, improving conflict resolution capability, strengthening conflict resolution training, enforcing coordination mechanism of the land department, police department and mediation department, improving conflict management mechanisms, guiding social organizations involved in the conflict for resolution.(5) Results of the evaluations show that,compared to other dimensions, it is quite different and larger fluctuation range that the values of county government and municipal government.Factors showed that conflicts characteristics have significant negative effect on reorganize resources ability information technology and social culture have significant positive effect on reorganize resources ability.Actors network analysis showed that actors includes public access office,mediation department, land department judiciary,autonomous organizations and a neutral third party.Mandatory access point is the integration of external resources.Based on the findings of the three levels,policy recommendations of reorganize resources ability are proposed,strengthening prevention resource integration,formulating the performance appraisal system,integrationing mediation and judicial functions,guiding neutral autonomous organizations to participatein resource integration.(6) The evaluation results of prevention capability according to law and regulation shows that,it is generally greater volatileity that the values of county government and municipal governments and larger difference between the county government and municipal governments.The results verifies the larger enhancing space for prevention capability according to law and regulation in the county government and municipal governments.Factors show that external pressure imposes most on the impact of prevention capability according to law and regulation. Information technology and cultural characteristics have significantly positive effect on prevention capability according to law and regulation.Actors network analysis showed that actors includes prosecution,courts,the staff, the petition office,police department, the department of land and higher levels of government. Mandatory access point is restraint of illegal activities.Based on the findings of the three levels; policy recommendations of prevention capability according to law and regulation are proposed, strengthening prevention education activities according to the law, strengthening the judiciary cooperation mechanism, improving accountability mechanisms, governing land hidden market.
