Establish And Improve The Youth Volunteer Service Mechanism

Initiated and implemented by the Central Committee of the Communist Youth League in 1993, the Youth Volunteer Service has a history of over twenty years. With the growth of the youth volunteer service team, the social function of the youth league has been expanded and the cohesion, appeal and vitality of the league have been further enhanced. At the same time, voluntary services provide a stage for the youth to participate in social affairs, realize their own values and expand their knowledge. It provides a real service for the growth of the youth. Today, the youth volunteer service has become a pioneering undertaking of innovation and social service.The youth volunteer service is an important part of the Communist Youth League. So it has great theoretical and practical significance to further the study of the mechanism of youth volunteer service.This study is based on the youth volunteer service theory, reviews historical development of the Communist Youth League volunteer service, and summarizes historical inevitability and characteristics of laws and the current voluntary action. At the same time, this study combines theory with practice in the Communist Youth League, analyzing the present situation of youth voluntary service as a breakthrough point, focusing on on-the-spot investigation research carried out in Jiangxi Province. On the basis of the youth voluntary service questionnaire, with SPSS statistical software and the use of survey data for the collection of multi subject knowledge, the thesis renders analysis, on the current situation in Youth League Volunteer service work Jiangxi Province from two aspects, external and internal mechanisms in-depth of the combination of data and theory. Through detailed analysis of the case of Jiangxi Province, combined with the successful experience of youth volunteer service work in USA, Britain, Japan and other developed countries, this study serves to further construct and improve work mechanism of the Communist Youth League Youth Volunteer.Through the analysis it has been found, registration mechanism of volunteer service in the implementation process is not standardized. Relatively small proportion of volunteers participated in volunteer service has ever registered. In addition, the volunteers tended to participate in social welfare services which is relatively mature, and not many volunteers participate the services which ask for one-on-one, fixed point and time. Secondly, mechanism of protecting the rights and interests of volunteers is missing, and the incentive mechanism is also incomplete. Although volunteer work is voluntary, it also need to have a certain incentive mechanism for volunteers, so as to attract more young people to join the volunteer service team.At the same time, because the youth voluntary service is of equal importance in both city and countryside, but in reality the situations are different in city and countryside. It is necessary to analyze and research on the differences between the urban and rural volunteer service. First it has been found, in the analysis, because of the mobility of city volunteers, volunteers to participate in long-term work are relatively less. Because of the lower mobility in the county, township (Village) volunteers, though the number of volunteers is less, the stability of the volunteer service team is higher. At the same time, in one on one, fixed-point and fixed-time volunteer service projects, county volunteers have significantly higher participation rate than that of city volunteers. In addition, the construction of mechanism to guarantee the rights and interests of volunteers is still backward in the township (Village). Township (Village) volunteers understanding of laws and regulations was significantly less than that in the urban areas and the county district. In the incentive mechanism, though most volunteers in the township (Village)are motivated with love and need not return, there are still many volunteers hope to get more diversified returns, and these returns to the township (Village) volunteers, are very good chances to improve themselves.Finally, through the existing problems in the current work we decide to establish and improve the youth volunteer service mechanism from both internal. The youth volunteer service mechanism is a huge and complicated system. Its external mechanism includes the mechanism of leadership organization, social participation, fund-raising,mobilization and publicity, recruiting, education training and supervision and inspection. While the internal mechanism includes registration, operating, safeguarding, rights, motivation, standardization and assessment. The purpose of establishing and improving the working mechanism is to provide motivation for carrying out the work of youth volunteer service and to promote a fast and better development of the career of the Communist Youth League.
