Population aging has become one of the common challenges faced by countries in the world, the impact on our generation has the particularity and importance. How to face this reality and take positive and effective measures are put in front of us a tough task. Development of human resources is one of the elderly very important way. Elderly talent resources is a wisdom and strength from the treasure, has unique advantages in the construction of a harmonious society. This article in the the scientific concept of development horizon, focuses on the role of human resource development in the elderly implementing the scientific concept of development, analyzes the reality of the country’s aging human resource development, and based on the main problems of the elderly human resource development exist and analyze its causes, combined with the successful experience of foreign elderly human resource development, and actively explore new road with Chinese characteristics in elderly human resource development.This paper is divided into five chapters:the first chapter, Introduction.
