China is already in an aging society and the level of population aging is constantly increasing.Data from the sixth national census show that China’s population aged 60 years and over 60 years accounted for 13.26%,of which 65 years old and above 60 years accounted for 8.87%.China is moving towards a moderately aging society.The impact of population aging on China’s social economic development cannot be ignored.In order to alleviate and solve this series of problems,we need to implement the "active aging" policy.The most directed way to implement this policy is to develop human resources for the elderly with reemployment of the elderly as an important content.Since ancient times,our country has traditional virtues of respect for the elderly.The continued participation of the elderly in the work is regarded as "the old man’s fuxi" and "the old gets something done." With the increase of the life expectancy and the improvement of the health status of our population,many elderly people still maintain a certain working capacity after retirement,and their long-term accumulated cultural knowledge,technology and experience have not disappeared.The development of the resources for the elderly can make the full potential of the elderly and promote the development and utilization of other resources.The development of senior manpower resources is conducive to reducing the burden of social endowment security and promoting sustainable development of the economy and society.From a personal perspective,reemployment can also increase the financial resources of the elderly and promote their physical and mental health.This article takes the census data,the data of the China Statistical Yearbook and Labor Statistics Yearbook as the main basis and takes the elderly population as the main research object to explore the reasonable thinking of the development of human resources in our country.According to the analysis of the current situation of the development of the elderly’s human resources in China,we can see that in the development of the elderly’s resources,the reemployment path for the elderly is relatively simple;the reemployment field is relatively unbalanced;the elderly labor force participation rate is low;the education level of the reemployed elderly Lower;reemployed seniors have greater work intensity;younger seniors have higher willingness to be reemployed.At the same time,by analyzing the government,society,and the elderly from the perspective of the participants in the development of the human resources of the elderly,the factors affecting the development of the human resources of the elderly are identified.The main problems of finding out the development of human resources in our country are: lagging social concepts,incompletelegal systems and lack of government promotion and guidance of the elderly,the mismatch of the employment information of the elderly,etc.Through the analysis of the main methods of the development of typical elderly human resources abroad(such as the United States,Japan and France),compare with the actual development of human resources in China,the experience is summarized and used for reference.It proposes countermeasures for the development of human resources for the elderly in accordance with China’s national conditions,propaganda efforts should be stepped up to promote the transformation of social concepts,establish sound laws and regulations,give play to the decisive role of the market,vigorously develop education for the elderly,build a network platform and establish a talent pool.
