A Study On Legitimacy Of The Contemporary China Government Reform

Government reform, as a central element of political reform in contemporary china, it is conventional to discuss the path of the streamlining the organization and transforming function. In nature, any political behavior cannot be separated to maintain the power from a point of view of the political subject. Therefore, government reform is to raise the legitimacy of the government in practical perspective, to ensure political power get sustained acknowledge. As a result, based on promoting contemporary china government reform, the paper put forward the research subject on legitimacy of government reform.On the legitimacy study, it’s traditional to describe the legitimacy of the government on the perspective from a social evaluation to the government and to take shape institution, culture and performance and other research points. The traditional view faces two major difficulties:Firstly, there is the measurement difficulty of legitimacy. Secondly, there is a difficulty to explain the legitimacy change. The paper attempts to break through this dilemma, take legitimacy within the framework of dynamic analysis, brought the political practice into the legitimacy view.This paper, using legitimacy theory by politics and sociology subject, based on government reform academic discussion and political practice, observe and study dialectical relationship between government reform and legitimacy by the dynamic process and static structure combining new perspective. Based on the analysis of the performance of legality about contemporary Chinese government reform, puts forward the basic paths to ascension legitimacy of government reform, combined with the Chinese government basic ways of constructing the service government practice, points out the service-oriented government is to solve the construction of contemporary Chinese government reform ascension of the legality. The main conclusions are as follows:(1) On explore the implication in the legitimacy, puts forward the legitimacy of the dynamic perspective, it will be an interactive relationship between government and society, thus put forward the research subject.(2) On the understanding of legitimacy, put forward by behavioral perspective of several forms of government legitimacy, namely, prepositive legitimacy, processive legitimacy and postpositive legitimacy. Due to the legitimacy’s essence is a kind of trust relationship between government and society, it could actually break through the traditional institutional, cultural, performance dimensions, form the dynamic performance and behavioral research horizon. From the point of view of government behavior, first of all, because the government is prepositive legitimacy--there is a demand to reform. Secondly, because the government reform’s advancement and produce the current government legitimacy--processive legality. Finally, this reform will form a consequence--postpositive legitimacy. Among of the legitimacy, postpositive legitimacy is the core content of government performance, and at the same time closely tied with institutional, cultural factors. Therefore, by a static structure observing the legitimacy of government reform is embodied in the institution, culture, performance and other main contents.(3) On practice significance on Chinese government reform. Through the above theory framework, we can to observe that contemporary Chinese government reform has a historical process. It carries within prepositive legitimacy problems, and with the reform process of legitimacy associated processive legitimacy. In addition, it behaves postpositive caused by legitimacy. Therefore, the postpositive legitimacy can be considered as a reason resulted from the prepostive legitimacy and porcessive legitimacy. Therefore, in order to enhance the government’s legitimacy, it’s necessary to reform government to establish a value goal of limited, transparent, effective, rule by law government. It’s a fundamental factor to develop service-oriented government which is regarded as an assembly to advance the legitimacy of the reform, and its core is to a new govern mode interacted between government and society.
