Legitimacy Perspective Of China's Openness In Government Affairs

Government affairs openness is a process that allows the public to understand the administrative acts of state or government when it fulfill its major functions consisted of economic regulation, market supervision, public services, social management and others. This governmental process has been extensively carried out and implemented around the country. All levels of China's governments fully implement it in various ways, and have achieved some successes through the continuous development and improvement. However, compared with some developed countries, government affairs openness in China is still a new policy with many imperfections. Constant adjustment is needed as well as the combinations with the national actual conditions and in this way the typical government affairs openness with Chinese characteristics will be formed. In addition, the building of the government legitimacy is closely related to the development and improvement of administrative transparency. How to analyze the government affairs openness from legitimacy perspective is the core of this paper.The article, firstly, focused on the legitimacy theory and government affairs openness theory, makes a detailed explanation as well as in-depth analysis respectively. Also, through a large number of facts and case analysis, it turns out that the government affairs openness plays a very important role in the legitimacy construction. It enhances the legitimacy of the public policy, meets the need for democratic and political construction, and is the propeller of the legality construction. Based on the studies of administrative legitimation crisis and the legitimation crisis of public policy, this paper summed up the major challenges to implement government affairs openness, through the statuesque on the legitimacy of government affairs, the ways to perfect the administrative affairs and to strengthen the legitimacy of the government ruling are put forward in this paper.Promoting and improving the system of government affairs opennessactively and constantly are not only important parts of the construction ofservice-oriented government, but also the inherent requirements to build asocialist democratic politics and the effective means to strengthen the legitimacyof the administration. But academic achievements of the deep and systematicalresearches of government affairs openness, from the perspective of legitimacygovernment affairs, are rare, and that is the value and significance of thisresearch paper.
