Research On The Scientification Of The Building Of The Chinese Communist Party’s Institution

Over the years,the CPC put its system construction in the fundamental status. However,the construction of the CPC’s institution has been facing two major problems, namely science and effectiveness of the system. From the point of contact and the system’s general view, that the CPC’s institutional building is a systematic project, its interior links, is a complex nonlinear relationship between the various factors that influence each other, mutual restraint, even self-reinforcing, self-weakening. Thus, the building of the CPC’s institution is the "big building" rather than "small building", and the scientific building of the CPC’s institution should not just scientific institutional system, nor should just partial aspects such as the development or execution of scientific, but all sectors and the overall scientific factors, and only that, the scientification of the building of the CPC’s institution should achieve the desired results.This study explored the significance of the scientification of the CPC’s system construction, and knowed the achievement and lack of this study area through a review;It defined the basic concepts, and initially constructed the theoretical framework of the scientific building of the CPC’s institution; it studied the history of the scientific building of the CPC’s institution,and summed up the basic experience;referencing the scientification of the rule of law,through empirical research, it described the scientification of the CPC’s system construction now, and diagnosed the problems;referencing the method of optimizing system,it gave the overall program about scientification of the CPC’s institution building. The dissertation consists of the introduction and other chapters(four parts)and Conclusion, the specific contents are summarized as follows:The first chapter is the introduction.It mainly discussed the researching necessity and significance of the scientification of the CPC’s system construction, and reviewed and analyzed the present state of the researching, and proposed research ideas, research methods and design of this article, set forth the difficulties, innovation and deficiencies of this paper.The second chapter is the theoretical exploration of the scientific building of the CPC’s system, first defined some basic concepts, and revealed the meaning and the requirement of the CPC’s system building,proposed the scientification objectives and principles,discussed the characteristics and the paths orientation of the scientification of the CPC’s system building,initially built a theoretical framework for the CPC’s scientific system building.The third chapter is the history and experience of the CPC’s scientific system building referencing the rule of law.It described the history of the CPC’s scientific system building, and summarizes the eight basic experiences. Namely: tthe CPC’s scientific system building should be highly recognized and treated; we should use scientific theory to guide the CPC’s system building; we should gradually improve the CPC’s system by modifying the Constitution and the democratic and central institution;we should promote the CPC’s system building through advancing the CPC’s great cause closely together; we should grasp main routh of the building of ruling ability and advanced characteristic,purity characteristic;we should promote the building of the CPC’s system by the spirit of reform and innovation; we should promote scientific methods of the building of the CPC’s system;we should systematicly plan the construction of the CPC’s system.The fourth chapter is the situation and the problems of the CPC’s system building. It described the state of the CPC’s system building, learning from engineering approachs,referencing the scientification building of the rule of law, gave a comprehensive diagnosis of the CPC’s system building,found some problems such as follows: the guidance theory of the CPC’s system building is not scientifical enough;the awareness of the consituation and the rule of law is weak in the CPC;the CPC’s institutional decision-making system is unreasonable;the CPC’s institution designing level needs to be improved;the CPC’s institution building methods needs to be strengthened; the CPC’s institution implementation needs to be strengthened, and so on.The fifth chapter is about the basic ways of the scientification of the CPC’s institution building.Aiming to the problems, it gave the overall program of the scientification of the CPC’s institution building. The main ways of the scientification of the CPC’s institution building raised are: the CPC’s institution building should be guided by a scientific theory;should be promoted by scientific ideas; should be supported by scientific decision systems; should be promoted by scientific designs;should be promoted by scientifical methods; should be safeguarded by the scientifical executing, and so on.The epilogue focuses on the strategy and practical implementation of the scientification of the CPC’s institution building.
