Political life originated from human interaction, The government is the product of human society evolving to special period, which is one of important organizations to regulate social relations and realize good governance. Evil of the government is rooted in political life, but in the foreseeable future, to reform and improve the government still is a pragmatic means realizing common good. Trust in government refers to a citizen believe the government has the ability and will to do right things, reflecting the citizen’s support for the idea, the behavior and the performance of the government. In the era of the post-industrial society with complex problems in governance, governments play an important role in problem solving, a certain level of trust in government is not just about the government’s legitimacy and existence, and more involved in the common well-being of all people. History and reality repeatedly show that the serious lack of trust in government will not only increase government cost, affect the performance of government, and is apt to cause economic decline and social unrest, the relationship between the government and the citizen is nothing but a minus-sum game.Related research at home and abroad shows that trust in contemporary Chinese government has clear hierarchical difference, the higher the government’s level, the more trust gained both in the number of trusters and the degree of trust, vice versa. Given trust in government is a kind of subjective attitude, there is significant individual difference, we can understand this political phenomenon in another way, namely, in the market of trust, the upper government in China gain more trust than that of the government at lower lever, both in the number of trusters and the degree of trust. the side-effects of hierarchical difference in terms of trust in government as follows.Firstly, endangering government’s legitimacy of local government at lower lever. The generation of trust is affected by some factors of th object, the media and the subject. Whether to trust or how much trust in government not only depend on the performance of government,but also the personality of trustee and the effect of information environment. Academics and politicians should pay more attentions to structure than degree of trust in government. Higher lever of trust doesn’t mean higher government quality, for Higher lever of trust may caused by citizens’lower political civilization. The situation of trust in government have different qualities if judged from the perspective of origin and goals of government. Structure proves the relationship between different parts. The Structure of good trust in government characterized by following statements.(a) complete not fragmented; (b) smart not blind; (c) mainly drived by government quality and government idea,comprehensive strategies should be taken to reshape trust in China’s government. Firstly, to optimize the hierarchy of government, reduce the government’s hierarchy, improve county-level governance, regulate governmental relationship; enhance the construction of WOG; Secondly, to prompt political accountability, attache great importance to all kinds of allogeneic accountability, promote political participation, strengthen legislation of political accountability.The last but no least, pay more attention to political communication. to cultivate modern administrative culture, boost e-government, increase the transparency of government. It is a long journey to win trust for the government, there isn’t a shortcut. Government quality in China improved steadily, but the exploration for modern system and modern governance has a long way to go,the most important is to experiment independently and creatively.In the long run, China should put into effect holistic government, so as to provide better public goods. Which characterized by flexible and seamless services. Government at different levels are obligated to boost design and and cooperative intergovernmental relations. As a result, government quality will be improved.
