Expert is the superior talent, is the commander of the troop of talents. Under the background of industrialization, informationalization and internationalization, to explore talents resources scientifically and better carry out the objective requirement of strengthen the country and the party by talents, it is necessary to actively innovate the talents working system and mechanism especially the concept of expert management. This article is aimed at analyzing the history and heritage of human capital and talent development, in particular studying the intension and extension of the concept "expert" and "expert management", on the basis of comparing expert management informationization characteristics in different times home and abroad and current situation of expert management informationization development in our country, provided scientific, rational suggestion for constructing new model of expert management with our country’s characteristics, and developed expert management informationization tool.The article consists six chapters including introduction, literature review, body, and concluding commentary.The introduction part of the system presents the research background and significance of research, the purpose of this research, research methods and main content.The first chapter is literature review. It summarized and commented the major relative literature and classic literature. By sorting personnel research, personnel selection, personnel use, the flow of talent, talent connotation research, personnel quality research, personnel structure study, the value of talent, talent environmental studies and other related literature research, it expounded the theoretical basis and foundation of the Internet-based expert management.The second chapter is basic theoretical research about expert management. This section explains the basic theories of talents, experts and expert management. In the part of basic theory of talents, I analyzed the comparison of four pair of different concepts:traditional talents and modern talent, resources first and talent first, people-oriented and employment-oriented and talents strengthen the country with stronger country producing talents. Through the in-depth thinking, systematic thinking, and qualitative and quantitative research, I introduce the concept and classification criteria of experts for the first time. On that basis I further proposed the concept of expert management, and make systematic and in-depth study on expert management theory of Marx, Engels, Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao,Xi Jinping,etc.The3rd chapter is overview of research on domestic and foreign experts and management. This part explains the advanced expert management practices, the main features and successful experience of traditional developed countries like the United States, Britain, France, Germany, newly developed countries like Japan, Singapore, Australia, South Korea, and newly emerging countries like India, Brazil, Argentina. At the same timer, it also discusses and analyzes our current situation of experts manage, as well as expert management in provinces, regions and municipalities. Moreover, I chose part of typical cases of foreign experts management at all times to makes case studies.The fourth chapter is problem, cause analysis and content design research of expert management. This part absorbs and sums up the basic theory in Chapter2and Chapter3, objectively looks into and explains the problem existing in expert management, analyzed the causes and put forward for the right time the big picture, the basic principles of experts management with Chinese characteristics in the new era, the main content and safeguards.The fifth chapter is information research of expert management. This part considers, designs and innovates expert management informationalization constituent elements, functional structure, the method steps through analysis of the development and current situation of domestic and foreign experts management.The sixth part is about EMIS expert management informationalization system development. This part focuses on the development situation, technical framework, overall design, framework constitutes, the main function, the main features, as well as political, social benefits, and made important exploration of the new expert management model construction with Chinese characteristics.
