| The reform and open policy has brought chinese higher education an enviable achievements. We have initially completed its expansion of scale, and are entering the new stage of development which sees improving quality as the core. With the increasing of autonomy, changing the internal management system in colleges and universities, Optimizing the allocation of internal resources, and Improving the level of running, have become key problems in the field of higher education reform.This study is based on the stakeholder theory. It comprehensively studies core stakeholders participating in decision-making in colleges and universities, reflecting a significant practice orientation. This paper sees teachers, students, alumnu and government department as the core interests of stakeholders in colleges and universities. Through the study of four kinds of stakeholders participation in decision-making, the purpose of this paper is to select path to improving the internal decision-making mechanism in colleges and universities. This paper studies four kinds of stakeholders mainly from4aspects:the purpose of participation, theory foundation, international comparison and suggestions.The purpose of teacher participation is to realizing professor autonomy. Its theory foundation is theory of organization attributes. Its international comparison is university council mode the West. This paper also put forward the following proposals for reform:ⅰ)The scope of teacher participation should focus on subject construction, curriculum and scientific research management decision-making. ⅱ) Colleges and universities should construct an academic system which powers and responsibilities are clear, and running orderly.ⅲ) Colleges and universities should let the academic power run into routinization.The purpose of student participation is to realizing procedural justice. Its theory foundation is theories of procedural justice and limited rationality. Its international comparison is theories of ladder of citizen participation and children’s participation. This paper believes that student participation in university decision-making areas should focus on teaching Affairs. Colleges and universities should firmly establish the concepts of teacher-student equality and servicing students.The purpose of alumnus participation is to resolve the"insider control"risk. Its theory foundation is insider control theory. Its international comparison is the way of alumnus participation in America. This paper also suggests that we should develop a mode which can be called "half decision-making board" as a system platform to promote alumni participation.The purpose of alumnus participation government department participation is to converting direct control to service supervision. Its theory foundation is the theory of Public legal person, public property and governance. Its international comparison is the external system of board of directors, extramural education intermediary organizations, and Accrual refinement. This paper also suggests that the government department should rely on the macro management to carry out external participation and the intermediary organizations to carry out internal participation. |
