Teacher as the expertise should have the power of the professional self-determination on the decision-making and school management. At the same time, teachers' involvement in the school affair is the natural prolongation of specialization of teachers. As the information and economy Society is coming, secondary education faces the complicated and fluky Environment. Teacher gets to know this environment well and have the authority to be the spokesman in this field. In H.A.Simon's opinion, "management is decision-making". Therefore, teachers'involvement in decision-making is the way to touch school affairs management. But for many reasons, the traditional school stressed the president be in charge of the school affairs, as a result, teacher are neglected to involve in the school management. The research of the teachers' involvement in decision-making is not enough.The purpose of the thesis is to make some research in this issue.Teachers' involvement in the decision-making is the necessary result of the isocracy .The trend of the structure of school-organization decision-making system is from the centralization of the power to the share of the power; from hierarchy to network; from control to independence. The involvement in the decision-making is also the need of the teachers development .It provide not only the opportunity, but also the challenge; As far as the school development is concerned, teachers' involvement in the decision-making is benefit for developing the teachers' specialization, perfecting the school management; promoting the school effectiveness. All these are decided that teachers' involvement in the decision-making is very important.Teachers' involvement in the decision-making is the research hotspot in the world. Many researches and experiments have been made in this field, such as "who is the participant in decision-making?" "How to involve in the decision-making?" "The right and the responsibility of the decision-making." "How to keep the quality of the involvement in decision-making." etc. We Chinese have made many researches too, but the outcome is not very satisfied. The reason why are two: one is the shortage of the system-guarantee, e.g. the policy guarantee and technique guarantee; the other is that teachers are always lack of self-determination in the decision-making. The limitation decided that teachers' involvement in the decision-making be not in rational and active position.Secondary education reform needs the School internal management changing accordingly. The improvement of the school management will bring the students, the parents, the teachers and the society a good school. As a result, at First, school should be on the way to the updated management system; the second, the president of the school should change the role in the school, he would be the torchbearer of the human-based management and the organizer of people wisdom; the third, the system of the president responsible for the school affairs should be rebuilt and reformed, there should be different president-responsible-system in different territory; the fourth, the guarantee-system should be constructed for inspiring w ith t he t eachers i nvolving i n t he s chool decision-making; at last, the author suggest the school should be constructed to be a "learning school". |
