| Talent is becoming the key factor that influences the development ofeconomy, while the investment in higher education becomes one of themost significant part of the investment in economic development.However, as we examine higher education in a certain area and itsinfluence on economic development, another problem arises. Mobility oftalent makes investment in Talent gathering become another factor thatinfluences regional economic development. In what kind of situationcould these two kinds of investment, higher education investment andtalent gathering investment, better motivate regional economicdevelopment? The answer involves multipolar subjects and one subject’sdifferent appeals at different times.This paper introduces the term of “conjugation”, and discusses theadequency of applying conjugation into the to-be-resolved problems. Theinvestment in higher education and talent gathering would be connectedwhen imposing influence upon the “Yoke”, talent, that is needed in theregion. Supposing the total investment and other investment in the regionare fixed, investment in regional higher education and in regional talentgathering consititute a pair of conjugation factors. This kind ofrelationship match the basic characteristics of conjugation, and act onregional economic development. Adopting discriminant analysis method,this paper formulates a conjugation model. Based on concrete evidenceanalysis, the author found the data of the two kinds of investment inJiangsu is closer to the conjugation state data than that in Zhejiang. Thetwo kinds of investment in Jiangsu exercise a better effect on econimicdevelopment than in Zhejiang.At last, the paper puts forward recommendations on policy-makingwith regard to conjugation driving mechanism. There are selecting properreference standard of conjugation state, accurately evaluating theinclination of conjugation state, and timely regulating the proportion ofdifferent kinds of investment promptly. |
