Propelled by the two major trends of globalization and digitalization, the universities of the world surround the transformation of learning approaches in the information age and the changes of the talent-cultivating objective model, to start the overall innovation in the field of course teaching. With the continuous progress of the popularization of Higher Education from the great power of higher education into powerful country in Higher Education, become a major historic task of the current time and even for a long period of time of our country. Throughout the higher education development process of change development in the world of the information age, blend in learning science and information technology is not only changing people’s understanding of the traditional university classroom, teachers and students, but also are profoundly changing the teaching and learning methods as well as the inherent relationship between teachers and students. The construction of University Teaching Support Service System not only improve the faculty development, teaching level,more importantly, is increasingly becoming the core strength to promote higher education excellence and innovation. Therefore," How to Create a University Teaching Support Service System of the Information Age" become the difficulty and tough fight in the innovation and development of the current universities of the world.This study, first, from a macro-view to analyze the evolution of higher education worldwide, from the medium-view and micro-view to analyze profound changes in university teaching, classroom, teacher-student relationship and so on, then proposed calling the Teaching Support Service System in information age in response to the challenges of the times of the higher education, especially teaching innovation and development facing. Secondly, through the analysis of the application materials and related documentation of our30national teachers teaching development demonstration centers, on the current basis of clearing the status of our universities with teaching support services departments and agencies, summarize and analyze the effectiveness of the existing practice. Through a questionnaire survey of100teachers in ten universities, deeply dissected the college teachers’attitudes and needs to the existing teaching support service system. Based on a combination of the two sides, through interviews with five experts and staff of the center revealed the difficulties faced by the University Teaching Support Service System in the construction and development, especially the idea obstacle and management system, the current policy barriers. Thirdly, in order to further research at home and abroad teaching support service system differences, the research choose England CETLs programme, CCNMTL of Columbia University, and National Taiwan University Teaching Development Centre these three typical representatives to be case study analysis. In the process of respectively carried out its Status and Historical Survey, explored and revealed the challenges in front of the information age, Prestigious universities of the United Kingdom, the United States and China Taiwan region and national educational administrative departments through the creation and development of a new generation of instructional support service system to promote the transformation of University learning approaches, and to promote the teaching mode and management and service overall innovation, such successful experiences, deeply analyzed functional structure and its development trends of University Teaching Support Service System in the information age. Finally, the paper based on the comparative analysis between the idealistic state of the function and structure of the University Teaching Support Service System in information age and our University Teaching Support Service System, putting forward the countermeasure and suggestions system and mechanism and creation and development of our University Teaching Support Service System.Through the above research, we draw the following conclusions:1. The development of University Teaching Support Service System experienced two different stages:The decline of the national higher education teaching quality caused by the popularization of higher education expedited the University Teaching Support Service System, and its main function is to promote teacher development, to protect and enhance the quality of teaching. With the development of information and globalization, higher education is facing new challenges of the times and innovation development opportunities. Since the beginning of the1990s, transformation of learning approaches and consequent innovation in the field of teaching became the new trend of Higher Education Reform in the world, thus expedited a new generation of university teaching support service system in response to the information age challenge.2. The new generation of learning theory and the Internet as a symbol of contemporary information technology are two major driving forces for rapid development since the mid-1990s in the developed countries of the world, especially prestigious universities in the rise of a new generation of university teaching support service system.Thus promoting the historic transformation from the traditional University Teaching Management to the Teaching Support Service System in the information age. The main features of the new generation of University Teaching Support Service System is to achieve four expansions of the University Teaching Support Service System features:Shifted from a focus on education quality assurance to the focus on teaching innovation. Shifted from teacher-centered teaching support services to the Teaching Support Service System which promotes both teachers development and students development. Shifted from only support the teaching development of traditional classroom to the Teaching Support Services System which support online learning environment, resource construction. From teacher development to promote teaching improvement, toward’teachers, faculty, school’tertiary teaching support service system to promote the innovation of teaching.3. Our current teaching support service system presented the status quote of "Government-led establishment, executive order propulsion, separated from actual needs ". The main problems are:teacher training philosophy fall behind, single ways, content separate from the actual needs, Teaching Evaluation and Teaching Steering are formalization, low IT application level and standard, lack of student learning support services, lack of teaching research and curriculum reform and innovation support etc. These problems are concerned with the lack of the guidance of teaching view, learning view and conceptions of technology of Our University Teaching Support Service System. The Reality of Our University teaching reform strongly called for the establishment of Teaching Support Service System in the information age, which bound to require that the shift from the administration "training" to provide "teaching and learning support services" for teachers and students. Especially in the New Horizon, a new learning and teaching environment created by Information Technology to realize innovation and development of learning styles and teaching methods. Push forward the transformation of Our University Teaching Support Service System, to ’promote the learning styles change, teaching mode and management, service overall innovation’. This requires not only higher education policy makers, managers with strategic vision, innovation awareness, but also depends on the strength of the University Teaching Support Services, the quality of personnel. And requires the application of learning scientific guidance, good at learning and application of contemporary information technology, changing teaching concept, break through and beyond the current system, especially the wisdom and art of the current teaching evaluation, management system.
