Public participation, also known as political participation, is the general term of all the citizen’s activities which trying to influence the political decisions and public life. Compared with the political participation, public participation can also be called public involvement or citizen involvement, it is more widespread used not only name the political affairs but also includes all the public affairs related to personal interests. So in order to more fully reflect the real situation, in this article prefer public participation to describe the behavior of the college students to participate in public affairs. In China, college students groups ’ public participation behaviors are always important force driving the historical process of China. They are rich in patriotism and full of political passion, which made them always walking in the forefront of all the important times of changes. But, which also cannot be ignored is that the same characteristic made their public participation behaviors used to evolve into a massive student movement just bring huge negative effect to politics. In the end of the 20 th century, however, their participate mode seems have been different from the past. New mode of normalized, atomization and smaller replace that of huge, highly organized and far-reaching.That change followed the extent and increase of college students’ public participation content. Since the 1990 s, it was different from irritability that the public participation of college students was more rational and can be more subjective judgment to make a decision whether or not participate in public affairs. As a result, the status quo seems like some of the students are high positive about public participation while some others are negative. The emergence of these new changes has the distinct characteristics of the times and these characteristics are very important to grasp when to analysis and study public participation of the college students because theoretical perspective and analysis in the past have limitations. Therefore, that how to build effective theory to deal with and master the new contents and features of public participation correctly, which is no doubt become the thesis of the era that the Chinese academic circle and practical departments should explore hardly. And one of the thesis, the application research of the theory framework of social capital, to the research on college students’ public participation, should be focused on.Social capital is a new academic analysis tool developed in 1980 s, which refers to "soft capital" accumulated in the social network relation can be used to achieve some targets on a project by individuals or organizations. This resource, carried by the network of participation, is on the basis of trust and reciprocal rules. And it derives its origin from sociology then be introduced in other fields such as political economy and law to explain the problems related to social phenomenon.This article introduce the perspective of social capital to analysis the college students’ public participation. The full text is divided into five parts. The first part is to review the related concepts of public participation and social capital, involving the concept explaining, characteristics selecting and identifying, and demonstrates the correlation of the two theories. The second part is the describing and analysis of the evolution of the college students’ public participation mode, contrast two stages before and after 1990 s in which public participation mode become different, and try to explain the cause of college students public participation changed in the 1990 s from the perspective of social capital. The third part builds the framework of this research. The research object is the public participation mode of college students since the 1990 s, integrating the influence factors of the public participation mode through the three variables of social capital to construct the research framework of social capital, with which to analyze the constitution of the social capital of the current Chinese college students and groups. Then is the empirical research as the fourth part in which based on the date from the questionnaire of six universities in Shanghai city to put forward the research hypothesis and make regression analysis and gain the relevant conclusions, then through the perspective of social capital on the conclusions to prompt the inner link of public participation and social capital. The last part is the conclusion, this paper argues that before the 1990 s public participation mode is influenced by ideology and psychological cluster more than social capital which only in the individual has the ability of rational thinking and the right to freely choose the favorable behavior patterns can play its role, therefore, the social capital has more explanatory power and the empirical study show that social capital is indeed plays an obvious role in promoting.
