Power industry is the basic industry of national economy. Supervising the power industry is not only related to its growth, but also related to the operation and development of national economy. To reform the supervising system of power industry is an important mission for national government to reinforce the power management and to promote the level of economic development. At present, some departments of national government play a role in supervising the power industry, such as, National Development and Reform Committee、Association of Government Supervisors of Power Services、and State Assets Administration Committee, etc. In China, to a certain degree, "the fragmentation" of supervising power industry restrict the development of national power industry, what’s more, it will cause serious problems, such as, power shortage, high rate of coal consumption for power supply, environmental pollution, etc, because of ineffective communication between relevant government departments and divorce between power and responsibility on the whole. We need a "trans-departmental" approach to solve such questions.As a theory of governmental management, integrated management is good for solving the problems of the fragmentation, such as, the problems of shifting, conflicting projects, duplicating, lack of communication, working separately, etc. We can increase mutual trust and responsibility between the members of the organization by means of the functional integration and the using of information systems, and we eliminate the barriers between government departments for achieving "cross-sector" management and improving the overall level of service by means of coordination and collaboration.On the one hand, this thesis refers to the theory of integrated management by English scholar Perri6 and Patrick Dunleavy and other scholars. What’s more, it reviews China’s power system supervision and reformation. In addition, it researches the system reformation of power industry supervision. In that way, the reformation target of power industry supervision system is clear, and the functional measure of reforming the power industry supervision system is put, moreover, the specific method is put from the integration of regulatory functions and regulatory agencies, coordinating internal and external relations.The text is divided into three parts, namely introduction part, main part and the end part.The part of introduction explains the origins of the topics and the significance of study. It also defines the core-concepts. Sorting out, introducing and comparing the relevant literature of the power regulatory reform and overall management can give a precondition to the main part of the paper discusses the link between the two. The main part of the paper consists of four parts.The firs part studies the theoretical tools of the text and its applicability. Overall management is originated in British, after World War II, a collaborative working model is growing in need of adding welfare. This kind of management can eliminate the problem of "fragmentation" which caused by the fictionalization of governmental organization in the way of Integration ideas, Strengthen communication and Cooperation. China’s power regulatory system is impacted deeply by the traditional thinking. There are many objective "sector boundary" problems and "fragmentation" problem in it, which needs a holistic treatment theory to holistic analysis and solution this kind of problems. The holistic treatment theory has the features of macroscopic and systematic through in-depth study and profound summary, I made a point to the overall management’s issues, criteria, functional elements and institutional conditions, and I compare it with the important problems of China’s power regulatory system so that I can further clarify the applicability of studying China’s power regulatory system with the theory of overall management.The second part is to review the history of China’s power regulatory system, analyze and comment its institutional setting. The major issue is to solve in different historical stages. Analyzing China’s power regulatory system in the period of "the integration of government and enterprise" (1949-1985 years), I research the policy’s purpose, measures and meaning in the two different time that is nationalization of the power industry and the power industry under the central government. Analyzing the policy in the period (1985-2002years) of "gradual liberalization of electricity markets and regulatory functions of budding", I research institutional settings, the functions of configuration, and review its policy’s objectives and effects in the two different time that is the period of "collecting financial support to the power industry" (1985-1996) and the period of" the province as the entity" (1997-2002).In the third part, I propose the three types of problems in the state electricity regulatory functions through comparing and analyzing the organization of our current electricity regulatory framework, and national and local level regulatory functions of the power configuration. There are four remaining issues in legal system of electricity regulation through comparing and analyzing our current electricity regulatory rules and regulations. On this basis, using holistic governance theory, I examine the issue of China’s power regulatory system, and make an exploratory summary that we need to perfect it from the three aspects:establishing confidence system, establishing an effective information system, and establishing a sense of responsibility.The fourth part is to introduce the reform strategy of power regulatory system. in the direction of the overall governance theory.Based on the definition and confirmation about the integrity of the electricity regulation, I propose the target about it, and under this goal, what should the electricity regulatory agencies do to make changes.I study the functional measures of reforming the electricity regulatory system, moreover, I study carefully the information integration framework, the principle of integration, information collection path, the critical need for equipment and necessary technical support system. On this basis, I introduce the integration of information implementation methods and procedures.I study the operational path of reforming the electricity regulatory system:the first path is to further clarify the responsibilities of relevant agencies through the regulatory functions of the power of horizontal, vertical integration, and to determine "sector boundary" problem, "fragmentation" problem as the responsibilities of an agency. The second path is putting up a communication bridge to play coordinating role of the Electricity Regulatory Commission, the Development and Reform Commission, and other intermediate forces through the coordination of internal and external relationships. On this basis, I explore the ways to achieving coordination supervision, and review the "booster" of "coordinating" the overall electricity supervision.I study the institutional arrangements of reforming the electricity regulatory system. Through analyzing the legal system of electricity regulation and the formation process of the United Kingdom, United States, Australia and other countries, I study the methods and policy of improving the legal system of electricity regulation in China.The main contents at the end is:the reforming of power regulatory system in China needs to learn more successful country experiences and practices about electricity marketing reformation, such as the United Kingdom, United States,etc.Fully considering the characteristics of our national institutions, we can use the overall governance theory as ideological foundations, and use actual situation as a basic foundations. We can use the legislation as behavior guidance. In the legislative process, we can constantly revise it.The target of reforming is "integrity control". The functional measure of reforming is "integration of regulatory information resources". The operational path of reforming is "integrated regulatory functions and institutions, coordinate internal and external regulatory relations". The institutionalization arrangement of the reform practice is "to establish power industry regulatory legal system."The main innovation of this paper is as follows:(1)To use integrity of the governance theory to deeply analysis the problems of electricity regulatory system in China, and to clearly point to the problem’s targets, the solution elements, implementation strategies and institutional requirements.(2)To propose the goal of reforming the electricity regulatory system, by studying the history of electricity regulation in China,(3) To propose the measure of construct the "integration" information platform, by looking at the current situation of electricity regulatory system in China,(4) To propose the basic ideas of functional integration and coordination about electricity regulatory.(5) To propose the suggestion of gradually achieving institutionalized term based on the characteristics of our institutions and realities.
