The Research On The Government Cooperation Mechanism Of Shandong Peninsula Blue Economic Zone Based On The Holistic Governance

Since Shandong Peninsula Blue Economic Zone Development Plan was raisedto the national and regional development strategy, the intraregionalgovernment cooperation has attracted more and more extensive attentionby the central government and society. In the current developmentbackground and management system, Shandong Peninsula Blue Economic Zonehas an urgent need to build a series of cross-administrative regionsgovernment cooperation mechanisms to ensure the effective cooperation ofthe intraregional government, as well as promote the construction andintegrated development of the Shandong Peninsula Blue Economic Zone.Because of the compartmentalized and sea separating coastaladministrative management system, there are different degrees of problemsbetween the cities’ construction of Shandong Peninsula Blue Economic Zone,such as: similar orientation of the development, convergence ofindustrial structure, comparison of the development of policy. Theinadequate and imperfect of the city government cooperation mechanismmakes the problems of the fragmented leadership structure, localizedpolicy regimes, local protectionism and market segmentation,environmental resource degradation aggravated, thus from a differentextent, these restrict the construction and development of the PeninsulaBlue Economic Zone. Therefore, in order to promote the Shandong Peninsulablue economic Zone balanced development, it is imperative to consider howto build and improve the Shandong Peninsula Blue Economic Zone Governmentcooperation mechanism and strengthen horizontal cooperation betweenlocal governments, coordinate central and local government and the citygovernment and the government departments as well as between thegovernment and social relations in the region,This paper uses the new governance theory of holistic governance as theguiding ideology of building the government cooperation mechanisms inShandong Peninsula Blue Economic Zone. The aim is to use the holistic governance way and method to solve the problems in the Shandong PeninsulaBlue Economic Zone Government cooperation mechanisms, in order to achievethe consolidation between the resources and the power, as well as thecoordination and cooperation in multiple stakeholders. Meanwhile, thispaper selects the Urban Agglomeration of the northeastern U.S. coast andtwo of the largest coastal economic zone: Yangtze River Delta andPan-Pearl River Delta to analysis and as reference, in order to inspiritthe government cooperation of the Shandong Peninsula Blue Economic Zone.Under the framework of holistic governance analysis, through theapplication of theoretical analysis, literature research, case studiesand comparative study, this paper proposes the thinking and the specificprograms building the integrity regional government cooperationmechanism, basing on the analysis of government cooperation mechanismproblems and reasons of Shandong Peninsula Blue Economic Zone. From thesystem perfect, the organization structure and the cooperation mechanismon the run, this paper puts forward on the integrity strategy model andoperation mode of the Shandong Peninsula Blue Economic Zone districtcooperation. It provides a new way of thinking for the future directionof the regional development and government cooperation.All in all, on the basis of the Public Administration forefrontdevelopment theory, combined with the present situation and developmentneeds of Shandong Peninsula Blue Economic Zone, this paper has a feasibleapproach to investigate the integrity of government cooperation mechanismof Shandong Peninsula Blue Economic Zone as to solve the regioncooperation dilemma encountered in the construction and development, andto strengthen the coordination integration capabilities of the policiesand interests of the region.
