Construction Of A Regional Social Accounting Matrix And Its Applications To The Analysis Of Income Distribution Of Households

Healthy and sustained economic policy must be based on detailed and strict accounting. Social Accounting Matrix (SAM) is defined as the presentation of SNA accounts in a matrix.Through factor markets and commodity markets, SAM describes transfer and transactions activities that occurs between the socio-economic activities. For the demand of regional economic policy analysis, it need construct regional social accounting matrix (RSAM) to obtain regional standard data sets. Economics, sociology, mathematics, and other disciplines are combined with acquiring accounts value, designing RSAM and its application. On the foundation of the summarization to the related literature and the theory, this dissertation mainly researches the RSAM structural designation, procedure of acquiring accounts value, balance and reliability evaluation of data quality on basis of economic accounting. In addition, with Xinjiang for example, this dissertation has constructed a RSAM, and SAM analysis method, which was applied to analyze income distribution of households.Firstly, basing on regional economic accounting, this dissertation makes theoretical analysis on the RSAM’s balance of internal mechanism of income and expenditure. Based on general theory of equilibrium and national economic accounting, which is the base of SAM, the dissertation designs some accounts about regional economic accounting. The tabular structure of a RSAM, which consists of accounts and matrix, reflects the economic cycling process, the accounting balance’s relations, and the relationship and transformation among regional economic accounts, regional IO table and RSAM. Then it analyses the RSAM’s balance of internal mechanism, the characteristics of which consist of symmetric square matrix general equal, reflection the content of double entry by single entry way, and flexible accounts. In addition, this dissertation analyzes advantages and limitations of the RSAM in applications.Secondly, this dissertation mainly researches a RSAM’s structural designation, the procedure of acquiring accounts value and the balancing technology. From special problem of the RSAM construction, the dissertation summarily discusses a RSAM’s constructing principles, methods, and basic steps, then it researches accounts balancing technologies of Biproportional Scaling (RAS) and Cross-Entropy (CE) methods by theoretical reduction and choice by contrast in the practical application process. Further, this dissertation discusses basic spirit of structural designation of the macro-RSAM, which is philosophy, economics and statistics balance, also, designs the overall accounts and structural framework of the macro-RSAM. Furthermore, the dissertation puts detailed a RSAM to accounts division and dimensional structural description. In addition, the dissertation makes a detailed summary on how to get accounts value of regional macro and detailed SAM from a technical point of view, Acquiring accounts value’s is divided into three ways, which are direct obtainment, infer estimation, and the rest part.Thirdly, for application, the dissertation constructs a RSAM for Xinjiang. Under the guidance of the RSAM’s basic principles and constructing technology, in accordance with the demand of studying question and the availability of data, the dissertation synthetically uses the top-down and down-top methods to construct macro SAM for Xinjiang,2007. The process can be divided into two steps:first, a highly aggregated macro Xinjiang SAM is constructed, which represents the macroeconomic framework of the economy. Second, a macro RSAM is disaggregated into a micro RSAM. Its sub-matrices are constructed from various data sources with macro SAM entries serving as control of totals for the adjustment of the original data.Fourthly, the dissertation constructs the evaluation system, which can be used to assess the quality of the RSAM’s data, then applies it to an empirical study. It combines with regional economic accounting and the construction of the basic principles of a RSAM, the dissertation puts forward the basic idea of constructing evaluation system:the whole is greater than the part and fully use of existing conditions. Then, puts forward basic principle for data’s evaluation of the quality of a RSAM,that is consistent with the principles of economic accounting, principle of account balance, the principle of total control, and the principle of emphasis investigation.From the evaluation system of the basic ideas and basic principle, the dissertation constructs index evaluation system of the same amount of accounting and accounts balance.Furthermore, proposes auxiliary evaluation method of some question type. Then using index evaluation system and auxiliary evaluation method of some question type, author has empirically tested reliability of data quality of the SAM in Xinjiang,2007.Fifthly, the dissertation focus on empirical applications of SAM analysis method and studies on income distribution of households. SAM multipliers analysis and pathways analysis methods are inducted and analyzed, then uses them for SAM of Xinjiang in2007.The multipliers analysis method empirically studies three aspects: one is the price multipliers of products division in Xinjiang, another is the influence from production sector to households’relative income levels, and other is decomposition of effect of the production sector with the price multipliers model. Multiplier analysis reveals final income distribution effect to urban and rural households which is influenced by exogenous injection; of course, it’s interaction between endogenous accounts. The structural pathways analysis reveals the impact of policy mechanisms and pathways of effect conduction.At last, this dissertation ends with some conclusions, a) The balance of RSAM with internal mechanism of income and expenditure reflects basic balance relation of the total amount accounting in regional macro-economy; b)The relationship and transformation among regional economic accounts, regional10table and RSAM; c) A systematic summary of the general technology of the RSAM; d) Construction a RSAM for Xinjiang,2007; e) Construction the evaluation system of assessing the quality of the RSAM’s data; f) Being based on multipliers analysis and pathways analysis of the RSAM, the dissertation empirically studies effects and pathways of income distribution of households in Xinjiang by exogenous injection.
