The Basic Medical Insurance System In China Market Participation Mechanism Research

This research is about the market participation mechanism in the basic medical system in the context that the problem is still outstanding that it’s difficult and very expensive to get medical service and the market participation mechanism (MPM) faces kinds of doubts, and on the background that the international medical insurance systems (MIS) import the market mechanism actively and the domestic system first come forth the market mechanismThe subject of this research is the MPM of the BMIS and the research is conducted following the approach "theoretical research—international and domestic practice—policy suggestions". Firstly, this thesis adopts "selective and competitive" analysis framework based on the analyzing the definition and theory of the market participation. Secondly, review the market participation in medical insurance form the international perspective and analysis the form, effect, experience and lessons of it of the typical countries from the selective and competitive aspects. Thirdly, analyses the construction, current situation, and present main problems of the domestic basic medical insurance system, especially focus on Zhangjiang mode. Finally, try to design the market participation mechanism of the basic medical insurance system of our country:on the basis of the analysis the present market participation mechanism from the selective and competitive perspective, at last choose the operational mode of which multi-payer is the core and ascertain the direction of the market participation mechanism; put forward the basic principles of market participation, overall plan and key measures, and layout the main steps of the market participation at this stage.
