Research On Strategy And Mode Selection For Guangxi Agricultural Standardization Development

Developing agricultural standardization in Guangxi has magnificent strategicand practical significance that promote the industrialization and standardization ofagriculture. It advances agricultural structure readjustment, improves agriculturalproducts safety, enhances products competitiveness and raises peasants’ income.Policy suggestions are established on promoting Guangxi agriculturalstandardization which provides theoretical support and decision-making referencefor improving agricultural products safety and enhance products competitivenessthrough methods of case study, statistic data processing and grounded theory on thebasis of both international and domestic research achievements on agriculturalstandardization and current situation of Guangxi agriculture. Main contents andfindings are as follows:Firstly, status of main international agricultural standardization organizationswas analyzed for developing agricultural standardization and ensuring agriculturalproducts safety, taking UN, USA and Japan as samples.5international referencesfor developing domestic agricultural standardization were presented on the basis of afurther discussion on modus operandi and track of Chinese agriculturalstandardization development being reduced to “starting up—stagnating—resuscitating—progressing—rapid progressing”.Secondly, attributes and modus operandi of Guangxi agriculture has beenanalyzed according to Guangxi agriculture development status on location, land andweather condition. The effect of Binyang sugar cane and Tianyang fragrant ricestandardization demonstration areas has been put forward adopting index systemmethod while the effect of Qinzhou pitaya standardization demonstration area beenanalyzed by production function model and growth rate equation.Thirdly, a thorough analysis on5standard promotion patterns for agriculturalstandardization has been presented comprised of government-oriented pattern,leading enterprise driving pattern, organization for economic cooperation-oriented pattern, guild mutual self-discipline pattern and market leading pattern. The bestpattern has been put forward as “government-leading+leading agriculturalenterprise driving+base constructing+farmer participating+standardization” onthe basis of systems analysis of the standardization operation of Rongxian Shatianpomelo, Guangxi Nongken Yongxin pasturage Co. lean-type pig breeding andLingyun pekoe tea.Lastly, relevant governors, technician of demonstration areas, entrepreneurs ofleading companies and farmers were interviewed to confirm the acting factors thataffect the agricultural standardization in Guangxi including: government,supervising, criterion, trade, culture, market mechanism, household contractualsystem and relation between leading enterprise and farmers.18policies suggestionswere further established for the agricultural standardization in Guangxi according tocurrent situation combined with international experiences and acting factors thatwithdraw the standardization.The research commits to contributions as follows:Firstly, different types of agricultural demonstration areas in Guangxi havebeen comparatively estimated. The quality supervision administration andagriculture management department’s administrative structures and inspectionmodes and its influence on the establishment of agricultural demonstration areashave been systematically analyzed. Comparison has been made betweenstandardization operations in domestic and abroad based on the thoroughenvironment analysis for agricultural standardization. Advantages, attributes andeffects of different types of agricultural demonstration areas enterprises were furtheranalyzed.Secondly，the organizing mode for developing agricultural standardization hasbeen studied. The function of agriculture department, quality supervise department,Animal Husbandry department, forestry department, industry&commercedepartment finance department and agricultural demonstration area enterprises indeveloping agricultural standardization has been comprehensively analyzed to the conclusion that the operation has to collaborate with administrative supervisedepartment, relevant organizations and farmers.Thirdly, policies suggestions for agricultural standardization have been broughtforward. Comparison research about the policies for agricultural standardization indomestic and abroad and about national, industrial and local standards and Survey ofthe agricultural standardization demonstration area enterprises and market have beendone to bring forward the scientific and viable countermeasure for agriculturalstandardization on the basis of reasonable suggestions from relevant governmentadministrations and demonstration areas enterprises.Lastly, an economic effect index system has been established. Qualitativeanalysis and quantitative analysis has been interoperated and combined withdifferent industrial attributes in implementing agricultural standardization toestablish a reasonable, normative and maneuverable index system to estimate theeconomic effect of standardization that apply to different types of enterprises.
