Research On Impacts Of Agricultural Standardization On Agricultural Economic Growth In Anhui Province

Agricultural standardization is a effective way to enhance the quality of agricultural products, cope with the new barrier of the international trade, increase the income of farmers。Since1995, agricultural standardization work are gaining more and more popularity in China, and getting notable achievement on products certification quality and safety。But what effect this action would have on agricultural economic development? Which was not reported systematically as yet.Under the background, a systematical and intensively study has been presented in this paper. Firstly, the connotation of agricultural standardization was defined. Influencing factors of the level of agricultural standardization, the relationship between the level of agricultural standardization and agricultural economic growth, and other related theory was analyzed, based on above analysis.The development course of agricultural standardization in Anhui province, results, as well as existing problems was analyzed. Index system and its index of agricultural standardization level evaluation was built based on above analysis, the level status of agricultural standardization17city in Anhui province was used as an example to test.The results of principal component analysis showed the score of Hefei. Huangshan,Suzhou is greater than zero, that means whose agricultural standardization level is higher than the average of whole Anhui province. While the other seven city is less than the average of whole Anhui province. Especially Tongling, Huainan, Maanshan maybe which are industry city. The results of cluster analysis showed that seventeen cities are classified into four groups by means of cluster analysis as follows:(1)Hefei city,as a provincial capital city, which had abundant technical resources, and had an obvious comparative advantage in formulating and Implementation standard.(2) Fuyang. Suzhou, Bozhou city, as agricultural city, which had abundant in agricultural produce.(3) Luan, Huangshan, which had special natural environment and rich in distinctive commodity,(4) the other city.which are industry city or Wanjiang urban belt cityFurther, the effect of agricultural standardization on economy development was practical studied lengthways and landscape dimension. In landscape dimension, the cross sector data of Anhui province17city in2009was analyzed by partial least square method. The results showed the effect is poor. In lengthways dimension, serial data of Anhui province in1995-2009was further analyzed by CD function. The results showed the effect is positive. though non-significant such existing problems as low agricultural standardization level, incomplete and imperfect market mechanism, unawareness of agricultural standardization, weak governmental supervision and so on are main reason to cause limited positive effect.To a certain degree, the implementing effects of agricultural standardization were the game results of benefit-related units. Supply-demand model and Nash balanced model are used to analyze the relationship among the standardization behavior subjects (government, farmer and enterprise). The analysis result of the supply-demand model shows that the effect of agricultural standardized production on farmers’income is determined by how much profits which has brought to farmers. The analysis result of the Nash balanced model shows that the three behaviour subjects (government, farmer and enterprise) should achieve Nash balance, as a rational actor, the government must give subsidies to farmers and enterprises of standardized production. Thus, the implementation effect of agricultural standardization ultimately depends on the degree of financial subsidies.On the basis of above analysis, the policy suggestions on establishing market access system of agricultural products, intensifying publicity agricultural standardization, strengthen governmental supervision, and expanding financial subsidies was put forward.
