Research On Supply Mechanism Of Tourism Public Service Based On Multi-center Perspective

All of the tourism activities should be supported by tourism public service.Especially with the rapid development of mass tourism, there are more and morevariety and highly required demand to tourism public service. Therefore, how tosupply more efficient, more equitable and high quality tourism public service totourists has been an important research topic during the development of tourism.However, at present, the level of tourism public service supply is relatively low whichcannot meet the demand of tourists. Hence, this dissertation attempted to build acustomer-oriented tourism public service mechanism under the close collaboration ofgovernment, market and non-profit organization in order to improve the efficiency oftourism public service supply and tourists’ satisfaction.Based on the classical theories and the development practice of tourism publicservice in China, the dissertation did a systematic in-depth research to exploremulti-center supply mechanism to tourism public service by the combination ofvariety research method. The main content includes three main aspects which showedas following:Firstly, based on reviewing the relevant researches of public service and tourismpublic service home and abroad, the dissertation defined the connotation andextension of tourism service and analyzed the characteristics of tourism public service.And then the paper discussed the types of tourism public service and their contents.After that, the component elements of tourism public service mechanism were proposed.Secondly, the performance of present tourism public service mechanism wasevaluated. In this section, the dissertation analyzed the development history and futureof tourism public service supply mechanism. Moreover, using data from thequestionnaires of tourists, IPA analysis was done to explore the present level oftourism public service supply in our country. Meanwhile, by DEA analysis theperformance tourism public service of each province in our country was evaluated.The results of the above quantitative analysis show that there are some shortcomingsin our existing tourism public service mechanism. Based on the above result thedissertation put forward to that it is important and necessary to build a high efficientand equitable tourism public service mechanism which can meet the various and diverse demand of tourists.Finally, a multi-center tourism public service mechanism was established in thelast part. In this section SSP analyzing paradigm was adopted to conceive how toestablish a multi-center tourism public service supply mechanism. Under the supportof New Public Management theory, Public Choice theory, Governance theory andSynergy Theory, the dissertation build a tourist demand oriented and government-ledmulti-center tourism public service supply mechanism. In addition, to ensure themulti-center supply mechanism of tourism public service can run successfully, thedissertation also discussed how to build operation guarantee mechanism from threeaspects, namely, supply subject innovation mechanism, incentive mechanism andsupervision mechanism.
