| With the influence of the consumer market transition to the buyer’s market andeconomic globalization speeding up, the enterprise competition is stiff, and theexternal environment becomes complex and dynamic. So how to get competitiveadvantage in complex and dynamic environment is a key question to the enterprisedevelopment. The paper studies the problem that how to get competitive advantage incomplex and dynamic environment, from the perspective of organizational reformbased on enterprise IT capability. The research conclusions are as follows:(1) The construction of enterprise IT capability could support the organizationalreform effectively. However, only the organization reform which includesorganization strategy and business process can improve the enterprise totalperformance. And if the enterprise implements organization structure reformindependently, the organizational performance will not be better.(2) The complex and dynamic environment influences the relationships betweenIT capability and organizational reform. The influences include two aspects: on onehand, the change of coordination between external IT capability and internal ITcapability lead to the difference of IT capability degree. One the other hand, in lowdegree complex and dynamic environment,the influence of internal IT capability toorganizational reform is higher, and in high degree complex and dynamicenvironment, the influence of external IT capability to organizational reform is higher.In addition, from the resource based view, the enhancement of IT capability isattributed to the construction of IT resource.(3) The IT capability system will evolve impacted by the constant IT input.However, the evolution exist two directions: positive direction and negative direction.From the perspective of supporting the organizational reform, the positive evolutionof IT capability supports the higher degree organiazitonal reform. And negativeevolution of IT capability lead to the degree of IT capability decreasing and hindersthe organizational reform. The principal key factor impact the evolution of ITcapability is the coordination effect of internal IT capability and external IT capability.(4) The case study proves that feasibility of empirical research conculsion.Anddescribes the relationships of complex and dynamic environment, enterprise ITcapability, organizational reform and performance clearly. Meanwhile, on the basis ofIT application trend and case study, the paper raises a new concept―Business Informaiton Capability‖(BIC), and establishes the I Business Informaiton Capabilitymaturity model and evaluation systems. Based on BIC maturity model andcoevolution theory, the paper analyzes BIC evolution process. And point out that theintergrated BIC becomes the enterprise core competence with capability featurematching method. |
