Research On The Industry Security Of China’s Equipment Manufacturing Industry

Economic security, especially the industry security has become a hot topic ofresearch in the present domestic economics. Following the research boom of food,oil and financial security, With the upgrading and transformation of thesocio-economic, the growing demand of high-tech equipment and products for China,as well as the international increasingly fierce competition in the field of independentinnovation, such as the equipment manufacturing industry and so on entity industriesthat the most representative of the hard power of a national science&technology,military industry support have become a new hot spot for academic research. Atpresent, equipment manufacturing industry has become the basis of improving thePeople’s quality of life, national security, national industrial production capacity andthe country’s economic growth, as well as became the symbol of the Chineseproducts going abroad, participating in the world competition, and establishing theimage of big and powerful countries. Therefore, the development of the equipmentmanufacturing industry is not only a forefront for China to contest national controlability with countries in the world and master the world’s advanced high-endtechnology in the21st century, but also an important marking of China’s ability toavoid the "middle-income country trap", and finally towards national revival; whichin international competition is not only related to the security of the industry itself,and also relates to the security of an entire national economy, security of the militaryenterprises and safety of the territorial sovereignty, the mainstay of national security.Therefore, the security of the equipment manufacturing industry increasingly becamethe focus of China’s economic security field.The paper has a total of six chapters to research on the equipmentmanufacturing industry security: The first chapter points out the research background,significance and the status in this research field at home and abroad, also points outthe main innovation and inadequacies in the paper; The second to the fifth chapter isthe main part of this study; above the conclusions of the main part of the study, andcombined with the current domestic and international economic environment of our country, for maintaining and improving the security of the equipmentmanufacturing industry, the chapter VI puts forward the Countermeasures&Suggestions.Part in the main study, this paper is divided into four chapters and from the fouraspects to research the equipment manufacturing industry security: First of all, that is,in the second chapter, the paper theoretically discusses the meaning of economicsecurity, industry security, and on this basis comes out of the currently key problemin China’s equipment manufacturing industry security; Secondly, it is in the thirdchapter, from the industry’s endogenous development perspective, the paperexamines the current security status of the Chinese equipment manufacturingindustry; and then in the fourth chapter, in order to reveal the impact of themacroeconomic environment on the security of the equipment manufacturingindustry, the paper from the point of view of the national macroeconomic, analysesthe impact of macroeconomic environment on the development of the equipmentmanufacturing industry. In the main part of last, which is the fifth chapter, the papergives a quantitative evaluation of total industry security status that equipmentmanufacturing industry in China in the current by using fuzzy evaluation method andlogistic model.Specifically, the paper’s generally research ideas and framework are as follows:In the first chapter, the paper analyses the reason why so important of thesecurity for China’s equipment manufacturing industry in current, including:economic transition, industrial upgrading, the increasingly competitive between thecountries competition in the Hi-tech field, the safety of the national territory and soon the traditional security become more intense, which is also background andpractical significance that this paper studied in; Meanwhile, this article summarizesthe literatures of the equipment manufacturing industry and its research at home andabroad, and pointes out the ideas on innovation in researching on the economicsecurity implications as well as methodological innovation in measuring theinnovation capacity and the industry overall security of the equipmentmanufacturing industry.In the second chapter, the paper jumps out of ideas that current domestic scholars simply gave a definition at beginning when they research on the economic&industrial security, but closely linking and basing on the nature of the traditionalsecurity, comes out the connotation of economic&industrial security. However, dueto the complexity of economic&industrial security, merely set forth its meaning,and often can not be very clear to make known its essence, Therefore, this paper alsofrom the four external manifestation, that is extension angle of economic&industrialsecurity supplements its substance, and finally settled on the specific securityproblems faced by the China’s equipment manufacturing industry. These researchideas are more accurate to reveal the essence of the economic&industrial securitythan use one sentence, a few words, or a text to define them. In addition, this sectionalso discusses the complex factors which form in the economic&industrial security,and the relationship between the equipment manufacturing industry security withnational economic security, as well as military security.The Chapter III of this paper is mainly from endogenous developmentperspective of the industry to examine the security status of the equipmentmanufacturing industry，therefore, this paper from the current state of the technology,competitiveness, foreign investment, as well as independent innovation ability of theequipment manufacturing industry these four areas to study the basis of the status ofthe industry security. Technology status quo mainly reveals the technical level of theequipment manufacturing industry and its gap with the developed; competitivenessstatus quo focus on the international competitiveness that has an important influenceon industry security, by comparing the structure of the industry’s import and exportproducts, the labor productivity, to show the international competitiveness of China’sequipment manufacturing industry; Foreign Investment status quo mainly showsharm of foreign investment to the equipment manufacturing industry security, by thecurrent foreign Investment scale, industry control and influence, crowding-out effectas well as dependence on foreign capital in China’s equipment manufacturingindustry; Finally, using R&D investment on the size of the contribution rate of theoutput of the equipment manufacturing industry as an indicator of the ability ofindependent innovation, the paper quantitative analyses the self-renovation capabilityof China’s equipment manufacturing industry, and through a DSGE model puts the R&D and Foreign investment which mentioned in three chapters together toresearch the influence of the technology, R&D and foreign investment on the securityof the equipment manufacturing industry. The conclusions shows: the technical levelof the equipment manufacturing industry is relatively low, while the foreigntechnology dependency is relatively high, foreign investment has occupied a largeproportion in the industry, and has significant crowding out effect, the control to theindustry is also being gradually increased; however, the technical progress rate of theequipment manufacturing industry in recent years is satisfactory, and reaches7.22%;it is also proved that R&D investment is crucial to the Industrial development, butbecause of the R&D investment is too low, the self-renovation capability ofequipment manufacturing industry is still weak, less than1%in China in current.Beyond the industrial endogenous development has a direct and decisive impacton the industry security, industry in which the country’s economic environment isalso the vital importance on industry security, therefore, Chapter IV of this paper isfrom the industry in which the macroeconomic environment to analyze theequipment manufacturing industry security. In many of the macroeconomic factorsaffect the industry security, the paper argues that the main factor to influence thedevelopment and tendency of China’s equipment manufacturing industry in thecurrent period are: macroeconomic growth rate, the price level, labor costs, andfinancial policies as well as the International trends of RMB. thus, the paper fromthis several aspects respectively gives the study, the conclusions shows that: The roleof demand-pull of the macroeconomic growth on the equipment manufacturing, ismore than the average of the remaining sectors of the national economy, hereexisting the Granger causality relationship between the price level and the equipmentmanufacturing industry products price index, especially, the wage rises extent in thefield of equipment manufacturing industry can not keep up with the growth of theaverage wage, is the important reason that lead to the real economy sector "too cold"in current; The main impact of the financing environment for the equipmentmanufacturing industry security is making the enterprises to lack of cash flow,leading a large number of bankruptcy and collapse; At the same time, although thereis a long-term stable relationship between the appreciation of the RMB and the equipment manufacturing industry security, but appears to be little impact of theappreciation on industrial development in the short term. for this conclusion, thepaper argues that (1) the time that alone study the China’s equipment manufacturingindustry is too short, some impact in the short term can not manifested;(2) is likelyto be, especially in recent years, China’s equipment manufacturing industry supportpolicies just to make up the impact of macroeconomic environment deteriorating onthe industry.After from the development perspective of itself and the macro-economicenvironment to research the security status of China’s equipment manufacturingindustry, in chapter V, this paper divides the industry security into "very insecurity,insecurity, basic security, security and very security " five levels, from the threeaspects of industrial competitiveness, industrial control ability and industrial riskstatus to establish a security evaluation index system and uses fuzzy evaluationmethod to evaluate the overall security status of the equipment manufacturingindustry; Then uses the logistic model to evaluate the possibility of industrialsecurity determination. The conclusions show that: Although the security level of theequipment manufacturing industry in China is not high, the security status is not veryoptimistic, but the possibility of occurrence of insecurity also very low.In the last chapter, on the basis of the comprehensive evaluation of the industrysecurity, the paper first summarizes and generalizes the several main problems ofindustry security that China’s equipment manufacturing industry in the current, Thenaccording to the stage of development, the international and domestic economicsituation of the China’s equipment manufacturing industry faced, points out the fiveissues that need to pay attention to maintain and upgrade the industry security; andrecommends the specific policies from the macro, meso and micro levels.
