Today, with the development of the information economy and the knowledge-based economy, intellectual capital has not only become the most scarce resources for economic and social development, but has also become the critical resources of the enterprise value-added and sustainable development. The knowledge economy has undergone a fundamental change of knowledge and intellectual understanding. For the purpose of economic activities in order to enhance competitiveness, knowledge and intellectual orientation growing. Intellectual capital content of products and services is increasing.Innovation as the carrier of intellectual capital, and has played an important role in promoting economic development. Attached to the regional economic system of regional intellectual capital, becoming a source of sustainable development and regional economic power.Economic development, especially in the economic development of underdeveloped areas, the driving force has been the focus of regional economic research. The study of regional economic development from the perspective of intellectual capital is the deeper digging of regional economic development power and also is deepen and expand the theory of human capital and regional economic theory. Meanwhile, from the perspective of intellectual capital research the regional the problem of economic value formation and the implementation mechanism, can also provides a new way of thinking to enhance regional competitiveness in the reality.According to the theories and methods of human resources theory, the theory of economic growth and regional economic development theory, system combing and comprehensive discussion of regional intellectual capital and regional economic development relationship, this paper regard Gansu Province as the object of empirical analysis, study the impact on regional economic development of elements of the area intellectual capital. This thesis consists of eight chapters content:The first chapter is the introduction. Mainly elaborated the research background, research significance, research ideas, as well as the basic research methods. The part of literature reviews comprehensively combs and briefly review the related domestic and foreign research results.The thesis proposed innovation is mainly reflected in the expansion of the field of intellectual capital research, as well as analysis of the value of intellectual capital and intellectual capital affect the economic development of the mechanism.The second chapter is part of the theoretical basis. First, a qualitative analysis of intellectual capital.Comprehensive exposition of the intellectual capital theory origin, basic characteristics, the composition of the structure and basic functions. Then from the human capital theory, the theory of economic growth and the sustainable development of the regional economy theory and so on several aspects, discusses intellectual capital and regional economic development based on the theory of intellectual capital, defined as the impetus of the economic development theory.The third chapter and the fourth chapter analysis of regional intellectual capital’s influence on regional economic development mechanism and regional intellectual capital value realization problem.In depth analysis of the impact of regional intellectual capital elements on the regional economic development. And state the affect of regional intellectual capital to the economic development of the mechanism from the cycle of regional economic development, operation mechanism, industrial development, regional value and the allocation of resources etc.Expand the analysis of regional intellectual capital value creation, value realization and impact factors, and construction of regional intellectual capital value system.The fifth chapter and the sixth chapter through the establishment of regional intellectual capital evaluation system, evaluation of31provinces (municipalities, homemade district) regional intellectual capital.Taking Gansu Province as an example, using the related data, using factor analysis and gray correlation analysis method, empirical analysis of regional intellectual capital and its impact on regional economic development. Draws the related conclusion:Gansu province regional intellectual capital in the31region in the country ranked twenty-second, lower than the national average. Gansu province regional intellectual capital level and intellectual capital output contribution rate, GDP per capita. the advanced industrial structure level and the regional level of urbanization is positive correlation.Among them, the correlation with GDP per capita reached more than0.98, the contribution rate of intellectual capital-output correlation over0.9, and that regional urbanization level close to0.9, with industrial structure advanced change level moderate correlation.
