The economic transformation of china is experiencing a process in which the control rules of a wide range of resources are becoming diversified gradually. In short, the control rules are changing from a single administrative control to the co-existence of administrative control rules and the voluntary trading rules. At this point, the study of the preferences orientation of individual rules, cognitive adjustment and cooperative equilibrium convergence is particularly important, In the face of the old and new scenes transformation, the members of society are thus formed two different types of preferences on resource control rules:one is the preference for autonomous decision-making; the other is the preference for depending on the supply of government. Two types of individuals in the interaction take action in their own ways according to their preferred orientation. Therefore, a question arises:how do two types of individuals having different rules preferences interact, coordinate, adjust the belief and decide rules in the same social environment in order to establish the stable mutual expectation of action and finally achieve the balance?Around this problem, the study starts from the micro decision-making mechanism and builds an analytical framework of "rules preference heterogeneity-Learning Rules-Belief adjustment-cooperative equilibrium" from the perspective of cooperative equilibrium in interaction of individuals who have resource control rules preference heterogeneity. The impact mechanism of resource control rules preferences on the convergence of cooperative equilibrium are studied using game theory and other analytical tools. The study is as follows:(1) Resource control rules preference will be included in the process of socio-economic institution transformation for study. Aiming at the specialty of the individual’s recognition of resource control rules in transformation and based on the analysis and induction of theoretical study of the preference which influences decision behavior, this paper, therefore, attempts to simplify the preference of individuals’interaction as:rules preference and material gain preference of decision results. The cooperative problems of individuals’interaction in transformation, the inner-relationship among individuals’rule preference, belief adjustment and cooperative equilibrium are examined from the perspective of micro principals’ preference orientation and learning behavior. The impact of rule preference and cognition adjustment on cooperative equilibrium and even the state characteristics and processes of systematic transformation is explored.(2) The experience measure of distribution of resource control rules preference. Considering two types of preferences in the transformation:autonomous decision-making and depending on the supply of government, the study tries to induce individuals to make evaluation of their likes and dislikes, measure their basic distributions with sampling method and then examine the impact on cooperative equilibrium.(3) The examination of the impact of resource control rules preference on cooperative equilibrium convergence. Based on including rules preference to coordinative game design and laboratory control experiments, the study attempts to test effect with rules preference and without rules preference and the impact of two types of rules preference on cooperative equilibrium convergence results.(4) The study of the impact of resource rule preference on the process of cooperative equilibrium convergence:by bringing resource rule preference to individual utility function and learning models and getting help from simulation and game learning experiment, the study examines how two types of preferences influence individual belief adjustment, learning characteristics and choices of roles as director or followers in cooperative equilibrium convergence process and how the strategic teaching behaviors in game interaction impact equilibrium convergence.The research findings show:(1) The survey of resources control rules preference shows that the two types of preference have bimodal shape in subjects. The affect of these two types of rules preferences are prominent in the group, the distribution is relative concentrated, and boundaries between the two types of preferences are clear and the differences are significant.(2) The research results of the impact of resource rules preference on cooperative equilibrium convergence show:when people are in the face of decisive scenario in which higher return can be gained by coordinated action, the rules preference may be the key variables that affect individuals’choices making, thereby affecting cooperative equilibrium convergence. Under the condition that the rules preference can be switched on, the possibility of reaching cooperative equilibrium of individuals with the same preference is much higher than that of individuals with preference heterogeneity. While in experiments, individuals who prefer autonomous decision-making are easier to reach equilibrium convergence than those who prefer dependent on government supply in game process.(3) The study of the impact of rules preferences on cooperative game equilibrium convergence shows:rules preferences affect subjects’initial strategic attraction and belief formation, thereby affecting the speed and direction of equilibrium convergence. Compared with no rules preference or rules non-started, the belief convergence of two sides of the game that have homogeneous preferences are faster on the case of starting rules preference.From the perspective of individuals’learning characteristics under the effect of rules Preferences, the experimental research shows that:there exist differences in subjects’learning characteristics of belief adjustment whose preferences are different. The subjects’ sophisticated learning features are more obvious who prefer autonomous decision-making, while the subjects’accumulated intensified mechanism are relatively significant and their learning characteristics are rather weak who prefer depending on government’s supply. Although the subjects with sophisticated characteristics often show sophisticated characteristics in the experiments, the proportion of judgment that they speculate other subjects to be sophisticated is not accordance with the actual situation, in addition, experimental data show that the rate is always underestimated. It can be seen through simulation that participants’belief adjustment easily reaches convergence and the speed is faster under the sophisticated learning mechanism, while although accumulated intensity and optimal response in adaptive learning are faster in convergence, there are also negative effect of low efficiency and non-convergence of oscillation.In choice of the role, individuals who prefer autonomous decision-making act as the mentors more easily, and the round that they continue to choose guidance strategy is relatively long, while individuals who prefer depending on the government’s supply frequently choose to be follower. Moreover, the success rate of strategic teaching in line with sophisticated learning mechanism is higher and is beneficial for equilibrium convergence. However, not all of the sophisticated will take a strategy to guide behavior.(4) The enlightenment and suggestions of solving coordination and cooperative problems in reality:Firstly, pay attention to various individuals’difference in resource control rules preference in the face of situation that higher benefit can be gained in the interaction only through coordinated behaviors. Secondly, put emphasis on the effect of strategic teaching on achieving cooperative equilibrium, however, the adverse effects of strategic teaching that has intensified impact should be avoided. Thirdly, the government as the outside principal of voluntary trade and cooperation in market mechanism can improve continually through laws and regulations, and further protect the legitimate rights and interests of members of the society, maintaining autonomous decision-making order in market mechanism and accelerate individuals’cognitive adjustment, coordinated recognition and the conflicts between preferences in the scenarios of transformation, thus promoting the rapid transformation of economic system, and harmonious development of society.
