The Research On The Construction Of The Smart City In China

With the advent and the rapid development of the next generationof the Internet, Internet of things, cloud computing and otherinformation technology, IBM proposed the slogan of constructing “smartcity” in2009. IBM hopes that the smart city construction can guide thecities in the world and help IBM get more economic benefit. When moreand more serious urban diseases (such as: population expansion,resource shortage, serious environmental pollution, traffic congestionand increasing public safety hazards, etc.) make the governments andpeople helpless, the smart city ideas which based on the new generationof information technology bring a new urban life expectation for the governments and people. It is with this expectation of the city’ssustainable and healthy development that the smart city ideas eventuallyare accepted by the governments and the people. The smart cityconstruction booms in the world.The construction of90pilot smart cities marks that Chinese smartcity construction has been officially launched. The informationtechnology of China is weak. If there is no scientific theoreticalguidance, it is hard to avoid detours and going astray for so large andcomplex project of constructing smart city, and the consequences will beunimaginable. For this reason, the smart cities construction is in urgentneed of theoretical guidance and attention. This dissertation is writtenaccording to thought route of clearing the theoretical basis, exploring thepractical problem, and researching the solution ideas. It is the startingpoint of this dissertation to study the concept and connotation of thesmart city; the research main line of this dissertation is the basic processof the smart city construction. This dissertation not only cares the objective orientation, but also attaches great importance to the processmanagement. Full text consists of five parts except the introduction.Chapter one: the rational interpretation of the smart citySmart city is a new thing. In this chapter I define its connotation,reveal its essential attribute and analyze the construction reasons in orderto provide a clear theoretical premise for the research in the subsequentchapters. First, I divide the current definition of the smart city into threekinds and define the connotation of the smart city on the basis ofsummarizing the existing definitions. Second, I research the propertiesof smart city intensively, and reveal profoundly the twelve properties ofthe smart city. It is the basic premise of grasping the development rulesto know the inherent attributes of things. It is not only the theoreticalpremise of researching all the smart city problems, but also the logicbasis of exploring practical development of the smart city to know theattributes of the smart city fully. From the current research results, thereis no systemic elaboration for smart city properties. Third, I explore the rising reason of the smart city construction. I give emphasis on that theemergence of a new generation of information technology and thedevelopment of the information society are the external impetus, and itis the internal impetus of promoting the smart city construction to breakthe city governance plight.The Chapter two: the prerequisite of the smart cityconstructionThe contemporary era provides the basic conditions for the smartcity construction. The smart city construction must meet specifichardware and software conditions. The new generation of informationtechnology is the core technology of the smart city construction. Thesensing technology, the new network communication technology and thecloud computing technology are the representative of the new generationof information technology. The network infrastructure which iscomprehensive coverage and the city tentacles which are overallsensitive are the infrastructure of the smart city construction. The new generation of information technology and information infrastructure isthe hardware foundation of the smart city. The ideas of human-oriented,harmony and sustainable development are the ideological basis of thesmart city; the informatization management system which adapt to theinformation construction is the organization basis; Perfect laws,standards, evaluation system, and the supporting policies are theinstitutional basis. The ideological basis, organization basis and theinstitutional basis are the software foundation of the smart city. Thischapter illuminates the basis of the smart city construction throughanalyzing the prerequisite of the smart city construction.Chapter three: the basic mode of the smart city constructionThe cities which meet the software and hardware foundation canbegin to construct the smart cities. The research and practice of smartcity construction in our country has just started, so there is no any basicmode for reference. In this chapter I study the basic mode of smart cityconstruction and provide a series of reference modes for the common problems in the smart city construction. One is the basic target modewhich is composed of the infrastructure layer, resource layer andapplication layer. The basic target mode is designed through the researchon the goal programming of the smart city construction and referring therelated literature. Another is the implementation mode of the smart cityconstruction which includes the subject collaboration mode and theinvestment and financing mode. This mode is based on the research ofthe Chinese smart city construction. The third is the processmanagement mode of the smart city construction which is based onpublic sector strategic management theory, the organizational visiontheory, harmony management theory and other ideas and methods. Inthis chapter I draw the structure maps of each mode.Chapter four: the risk warning of the smart construction inChinaWith the smart cities constructed rapidly in China, new risk will appear.But the current research on the possible risk of the smart city construction is obviously insufficient. It is an important part of the topdesign in the smart city construction and also an inevitable choice towarn the smart city construction risk scientifically. As a new urban form,smart city makes full use of Internet of things, cloud computing andother new information science and technology innovation. Informationtechnology embeds into every “cells” of the city extensively, thoroughlyand all-roundly. Compared with previous cities, there are great changesin the information security environment. On the basis of in-depthanalysis of the security environment of the smart city, I find out that themain risks of the smart city come from its implementation basis_theInternet of Things and cloud computing technology, etc. Since the smartcity is an integration of virtual city and real city, the technology andinformation risks bring new threat to the city polity, economy andsociety in the new environment. In this chapter I warn the possible risksin the smart city construction from the whole view. Chapter five: the guarantee mechanisms of the smart cityconstruction and operationThe smart city construction is an extremely complex innovationproject. We must study and found a series of guarantee mechanisms ofthe smart city construction and operation. The security system of thesmart city construction and operation designed in this chapter includesthe safeguard mechanism, innovation mechanism and managementmechanism. First of all, I construct the safeguard mechanism of thesmart city construction from studying the technical measures, designingthe management system and perfecting the regulations. Safeguardmechanism is an effective shield to prevent the risks of the smart cityconstruction. Secondly, I conceive the innovation mechanism of Chinesesmart city construction on the basis of innovation2.0smart cityconstruction actions. Innovation mechanism is the long-term mechanismof guaranteeing the smart city construction. It can mobilize and inspirethe city’s innovation ability and provide powerful guarantee for thesustainable development of the construction. Finally, I analyze the contradiction of the current city management and the new requirementsof the smart city management, and brings forward reforming the currentgovernment organization system through referring the wholegovernment theory, reforming current urban management systemthrough referring governance theory, and building the urban harmoniousmanagement mechanism.
