In The Process Of New Industrialization In Hunan Rural Human Resource Development

Promoting "the four modernizations two types of construction" in the round, and making " two type society" as the goal of accelerating the transformation of economic development mode were put forward in Hunan Provincial Committee of the nine session. New industrialization road is the only way in which this provincial economy must pass through, and the scientific outlook on development has provided the theory basis for our province’s developing in new industrialization road. Meanwhile, the "people-oriented" concept has great significance in the process of its development of human resources. The article explored Hunan rural human resource development problems in the process of new industrialization road from the view of "three agricultural problems"In this paper, on the basis of domestic and foreign industrialization and human resource development literature, drawing on the existing mature theory, pointing out that China take the background of the new road to industrialization, and interpretation of the historical process of its industrialization in Hunan Province Hunan Province, as a major labor export province, especially in the rural areas have abundant human resources, promoting urban and rural labor flow to realize new-style industrialization, which is very important. On the right of foreign rural human resources development experiences and lessons are summarized, and the current situation of rural human resources in Hunan were arranged on the basis of the industrialization process of Hunan Province, this paper points out that the development of rural human resource in existence some questions, such as the national related policy advocacy and inadequate implementation; rural medical and health care construction lags behind; education system construction work fail to effectively implement the rural practical science and technology; human culture is not enough; the transfer of rural labor force ability. At the same time using game model and incentive model, from the theory of human resource investment willingness of farmers to undertake an analysis, think at present policy to stimulate investment of farmer education efforts are not enough. Finally, the paper points out that in order to promote new-type industrialization of Hunan province development and implement the goal of enriching the people and s trong province, we should plan to make rural human resources development and utiliz ation, increase rural education investment, increase rural population, education, traini ng, as well as to the transfer of rural surplus labor force and the use as the center, to d evelop and matching guidelines and countermeasures.
