Human resources are an important force to promote economic development, the female human resources as part of the total human resources, it is not only pushing forward the development of human society, but also the an important regeneration and fostering undertaker of human resources .China is a large agricultural country, The rural areas women resorce has langre number ,it is indispensable and great potential components in rural areas human resources. In the current background of the new countryside construction, how to better develop rural women human resources should receive widespread attention and study.Therefore,this article firstly discussed the connotation of human resources, human resources development, human resources, women, female human resources and the related theories based on reviewing abundent literatures. These theories include: human capital theory, gender human capital theory, motivation theory and system theory ,in order to pave the way for the cause analysis and countermeasures proposed.Secondly, based on the characteristics which human resources of rural women in Hunan Province is rich, but the overall quality is not high, the empoldering isinadequate, this article described the key measures of the promoting rural women human resources development of new countryside construction in Hunan Province, analyzed in-depth problems and constraints factors rural women human resources development of new countryside construction in Hunan Province , the difficulties of human resource development in rural areas is not only because women themselves,There is also lack of social development conditions. The main reason of the rural women themselves as following: low self-evaluation and awareness , lack of self-motivation and self-reflection in the aspective of thinking. Low achievement motivation and the lack of high-level needs in the aspective of Personality tendencies . As to social development conditions, the paper argues that the adverse effects of traditional culture, the rural economy conditions are not ripe, legal and policy constraints of gender bias is the context of building are the major obstacles in the rural women human resources development of the under new country construction. The main reason of the rural women themselves as following: low self-evaluation and awareness , lack of self-motivation and self-reflection in the aspective of thinking. As to social development conditions, the paper argues that the adverse effects of traditional culture, the rural economy conditions are not ripe, legal and policy constraints of gender bias is the context of building are the major obstacles in the rural women human resources development of the under new country construction.Finally, for the situation of Hunan Province, this article proposed the strengthening countermeasures about rural women human resources development in Hunan Province: letting equality gender awareness enter the mainstreaming, guiding them to a correct understanding of self-worth ,and improving ideological and moral quality of rural women, promoting rational social mobility, strengthing rural women's education and training, and making efforts to improve the health of rural women, improve the social security mechanism. Government and the participation of rural women work together to explore rural women. human resources better.
