Although a lot of researches are made on big cities and small towns, the lack of systematic research on county-level cities, consisted of more than half of600cities in China, is obvious. Based on the basic concept of county-level city and some related theories made by pioneers, this article aims to make some researches and innovations on six parts as following.(1) The concept of county-level city.From the evolution of settlements, this paper is trying to track the urbanization of rural areas. Besides, it analyzes the path of county-level city establishment from the view of administrative procedure. At the end of this part, the systematic concept of county-level city is given form the practice of its urbanization.(2)The power mechanism of county-level city urbanization.This dissertation aims to study the related theory on urbanization in rural areas and analyzes the development of county-level cities from rural to urban areas as well as its mechanism. Based on the structural equation model (SEM), to analyze and verify power systems and elements of the county-level cities. Driven through the appearance of administrative executive, this paper is searching for the fundamental cause about the urbanization of county-level cites and inner force from the view of market.(3)The evaluation system and method to urbanization of county-level cities.Based on the characteristics of county-level cities in urbanization, this dissertation builds urbanization evaluation index system. This paper applies the Mahalanobis-Taguchi System that considers the robust design concept and the Mahalanobis distance simultaneously to build a new model to evaluate the development of urbanization level. The proposed model will reveal the main characteristics by collect typical data.(4) The urbanization innovation of the county-level cities.There are two questions the urbanization innovation concerns. The first one is about the innovation of county-level cities. The county-level city drives from an agricultural county with the baptism of "Fixing output quotas on a household basis" and great development with township industry. It became very popular in80-90s of20century. The second one is the innovation during its development. It concerns on regional innovation, industry innovation, institutional innovation as well as technological innovation.(5)The development of county-level cities and the new countries.County-level cities usually have more mature industry which can feed agriculture in return. Then, county-level cities can set a good example during building a new socialist countryside and coordinating the development between cities and countries. This paper points out the it is necessary to build a new socialist countryside in the new period and highlights promoting influence from the construction new socialist countryside to the development of new county-level cities.(6) An empirical study. At the end of this article, Jintan, a central county-level city of Jiangsu Province, is used to. As a witness the form of Jintan city and its administration promotion, the author shows the development process of Jintan and explores a special development path for Jintan.This dissertation defines the concept of county-level cities and introduces the MTS to evaluate the level urbanization. Additional, this points out the "two unification" during the development of county-level cities. The first unification is the union of economic support and institutional innovation. The second one is about the transform from farmer to the members of the public with agricultural county to industrial city. The results of this article will improve the county-level city of China’s urbanization policies, and help to grasp of national urbanization strategy theoretically and practically.
