Study On The Construction Of Beautiful Countryside In Anqing City Under New Urbanization

In the economic development of China, dual economic structure of urban-rural segmentation has been persisting, and the gap between urban and rural areas not only directly restricts the development of rural economy, but also becomes an important factor restricting the overall national economic development. Under the guidance of the scientific concept of development, the CPC Central Committee has put forward the strategy of balancing urban and rural development, and has proposed requirements for the new rural construction in the Fifth Plenary Sessions of 16th Central Committee of the Communist Party. In Anhui, the planning of taking the establishment of " beautiful ecological and livable beautiful village, prosperous and rich life and civilized and harmonious provinciality as the overall goal has been carried out. Under the call of provincial government, Anqing City has actively carried out the construction of beautiful countryside.From China's actual situation, it has been analyzed that new-type urbanization and happy rural construction is an important part of economic and social development strategy at the present stage, the two complementing each other, and both of them are indispensable. Through a lot of reading literature as well as by reference to foreign rural construction, it is found that the developmental pattern of blindly paying the attention to urban development while ignoring rural development is often ended in failure, and only by laying equal stress on both urban and rural development to realize rural and urban integration, the real urbanization could be possible. Anqing City focuses on the overall planning of a better rural construction so as to accelerate equalization of urban and rural basic public services, carrying out the construction of beautiful countryside by local conditions and supporting rural enterprises to make innovation of institutional mechanisms. While rapidly advancing urbanization, it has made remarkable achievements in construction of beautiful countryside, and living environment of farmers and appearance of village has been greatly improved, which has reduced the urban-rural gap. However, there are still problems in construction process of beautiful countryside in Anqing City. Poor planning awareness and insufficient level leads to a waste of resources. Slow industrial restructuring has restricted rural economic development. Shortage of funds and the brain drain has hindered the construction of beautiful countryside. Incongruity of the demand for land between land system and construction of the beautiful countryside has led to great pressure on land for construction. Construction of beautiful countryside is not equivalent to real estate construction, but it shall be people-oriented, focusing on the sustainable development of a better rural construction, with industry as support, to promote endogenous development in countryside. The construction of beautiful countryside is implemented in line with "All Rules in One" in order to really achieve the goal of building a better village. I hope to provide a reference for better rural construction in Anqing City.
