Economic has developed rapidly and the industrial structure has changed dramatically for almost a decade in Inner Mongolia. Nevertheless, a large part high growth is by the investment and mining mineral resources and the industrial structure presents a unique trajectory. In general, economic growth and transformation, upgrading of the industrial structure are often accompanied by the increase of science and technology and enhance of human capital content and level. Inner Mongolia’s economic growth and industrial structure changes did not reflect the above-mentioned features. This thesis discusses ideas and angles from the industry ecosystem, and research in phased by incorporating the supporting role of human capital into industrial transformation and upgrading of Inner Mongolia. We analyze human capital contribution rate from1985to2009to three industries.In general, industrial ecosystem embodies more as a kind of industry chain whose initial end is natural resources. The enterprises which exploit the natural resources are in the upstream of the industry chain, i.e. upstream enterprises; the enterprises which primarily process the product from the upstream enterprises are called midstream enterprises, being in the middle of the industry chain; the enterprises which turn the product from some of the midstream enterprises into final consumer goods by a further fine processing are in the downstream of the industry chain, whose product has high added value and technical content, a large proportion of the value created by human labor in product cost components, and a relatively low value of raw material transfer.Overall, Inner Mongolia is in the initial end of the industry chain, which means its product value comes mainly from the value of raw material transfer. According to the function in industrial ecosystem, Inner Mongolia’s low-end industrial niche limits the increase of its product added value. In order to increase added value, industrial upgrading must be achieved, which leads to a demand for the corresponding human capital as support.The thesis consists of seven chapters. The chapter one is the introduction, which states the background and meaning, research thinking and characteristic innovations of this thesis, and a brief summary of relevant research literatures. Chapter two, the summary of basic theory of the research, mainly includes the industry ecological niche theory, the theory of human capital and the industrial structure evolution upgrade theory. Chapter three describes statistical the industrial ecosystem position of dominant industry in Inner Mongolia, namely the basic characteristics of the primary industry niche and the industrial ecosystem function. This chapter also arguments the low value-added, high consumption of resources, unsustainable habitats of dominant industry in Inner Mongolia and reveals the necessity for the upgrading of the industrial structure in Inner Mongolia. Chapter four and five, based on1985-2009data of Inner Mongolia first, analyzes the distribution of the human capital of Inner Mongolia in various industries and calculate the human capital stock in the three industries by per-capita schooling methods. Secondly, it is estimated that shares of the fixed assets investment, the stock of. human capital, the level of human capital and integrated elements of contribution to the growth of various industries with Cobb-Douglas function, as well as this two chapters analyze the results in phases. Thirdly, it is obtained that the growth of the three industries are investment-driven growth in Inner Mongolia from1985to2009. The thesis reveals that the human capital does not support the Inner Mongolia economic growth and changes of the industrial structure. The two chapters are the core of the thesis. Chapter six analyzes the reasons of the conclusions in the fifth chapter and the mechanism of the human capital of Inner Mongolia and the changes of the industrial structure. It is explored deeply that the crowding out effect of human capital from the educational investment, income distribution structure, innovation, and resource-based industries. The research expects to provide both temporary and permanent train of thoughts and solutions for the enhancement of human capital and the upgrading of the industrial structure. Finally, Chapter seven, proposes corresponding summary ideas and countermeasures.
