Highway landscape evaluation is more comprehensive than the environmental impact assessment reflects the dynamic environment of a variety of landscape elements freeway off each other and interact as a research method. It is a a new field of study across the edge of natural and social sciences currently.For the cold region’s low temperature, the biodiversity and ecosystems of this area are fragile, highway landscape evaluation faced a difficult, wide range involved situation.Therefore, the research on cold regions highway ecological restoration technology has important theoretical and practical significance.This study evaluated by analyzing the domestic and international landscape and ecological restoration technology related research, the cold region highway landscape assessment and ecological restoration technology research content. Study focus on several different cold regions of Heilongjiang Province highway slope plant species composition, succession law and construction technology by a large number of field investigation, laboratory tests, and plot tests. Through the soil plot tests which use fish-scale pit covering with new soil shows, deciduous shrub as pearl plum (Sorbaria sorbifolia), Lespedeza bicolor, Rhododendron dauricum. and evergreen trees as Pinus sylvestris growth potential and survival have performed better, which is suitable for fish-scale pit rock slope greening new soil plant species.Landscape quality assessment results showed that:Ⅱ class took the largest proportion, and the area is showing an trend of increasing, indicating that ecological restoration measures had a certain role, Ⅲ class also showed some tendency to increase, Ⅴ class size reduction is mainly distributed in the area22km test section sides, Ⅳ class area showed a decreasing trend in the study area, the landscape is a good level of ecological quality and habitat quality has definitely improved.
