According to the nature of human life, we find that human produces wastes continually which resultpollution. And at the same time, human is trying to find consistent solutions for managing municipal solidwaste to prevent pollution and to solve our future.Most of waste can be treated by incineration, composting or landfill. However, all these methods cause air,water and soil pollution, which is harmful to human health, plants, and animals. Therefore, human seeks tomanage waste with minimum negative impacts and provide the natural resources for future generation byreducing the use of these natural resources and reuse and recycle it as most as possible through applying3R principle (reduce, reuse, recycle). Thus, in this context, the world can achieve sustainable development.This research analyzes the effective municipal solid waste management under some environmental policiesand regulations in China and in Algeria. In addition, in order to learn from countries who are achievingbetter in waste minimization, this study shows different incentives used in some European countries, USAand Japan for improving waste minimization and reducing landfilling and incineration.In order to evaluate and analyze people’s behavior and willingness to participate in the3R principle, thisstudy depends on a quantitative analysis based on a survey which has addressed randomly400residents inboth of Nanchang city, China and in Bechar city, Algeria, but only312in each city were available toanalyze. And it found that there is still lack in people’s participation in reduce and reuse in Nanchang,whereas a lack in recycle and reuse in Bechar. And both Chinese and Algerian people can be affected bygovernment and the culture&knowledge to participate in waste minimization. Finally, for applying GameTheory in this study, it proposes a Co-operation Game between governments and people in China andAlgeria to co-operate in waste minimization.
