Environmental problems which developing countries face is very outstanding in the world, especially some areas of China, whose environmental self-purification ability are relatively weak, economy increase rapidly which leads to the enormous damage to the environment already. More and more signs indicate, the industrial economic system does great harm to the natural environment, at the same time doing great harm to mankind. How to get the development of economy and environment harmonious has already become the most important question of human sustainable development. The natural environment that the mankind depends on suffers constant destruction. The current environmental policy can't offer enough protection for the essential natural environment of mankind's sustainable development. So, the system innovation which solves the environmental problem seems very urgent and important.This paper begins with the current situation of environmental problems in China. On the basis of achievement existing, the author uses the game theory and outside theory to analyze the environmental pollution and disruption in China, pointing out the inefficient crux of environmental management of China. It is"Regulation Captive", which makes the game between enterprise and government can continue. Thus the environmental problem becomes serious.In order to solve the environmental problem, the author puts forward a new policy of environmental management.
