This dissertation is established in the aspect of how to reform and create the orgnization workwhen it faces the changing of the world situation, the country situation and the party situation, usingThe world outlook, methodology and fundamental of marxism, adopting our party building andorgnization work basic theories, basic experiences and some west countries’ positive researchachievement which is now adoped by academic circles, beginning with the basic law of party buildingand organization work, discussed the inevitability, necessity and significance of organization work’sreform and innovation, analysed the theoratical basis, essential principal of the orgnization work’smain contents reform and innovation, which refer to the party demoncracy, The grass-roots levelconstruction, member development, cadre personnel system and the culture of organization work,meanwhile, raised some new opinions in order to explore the party orgnization rule which adapts thenew situation.Organization structure is the physical basis for political party’s existence and development.Organization work is a significant part for keeping advance and in power. This dissertation’s entrypoint is to explain the connotation of the political party’s concept, analyzed the orgnization work’scomponents, new period characters and missions. And reviewed the theory oringin of Marx andEngels’ reform and innovation of orgnization work, the Lenin and Stalin’s development andexploration to the proletariat party organization theory, the part of Mao Zedong thought which isabout the historical achievements of party’s organization construction and the Chinese characteristicsocialism theory system’s discussion about following the reform and innovation spirit to promote theparty’s construction. In the mean time, combed the west parties’ innovation and reasonable core aboutorgnization construction. In the backgroud of globalization and informatization, traditionalorgnization building method is challenged. Aim to fit for the new situation, some foreign parties keepexploring the new way to build modern political parties. First, orgnization innovation which focus onorgnization and cadres is valued by foreign parties. On the basis of strengthen organization andmobilization ability, the first innovation is to expand the intra-party democracy, enhance attaction andcohesion. Come up with the problem of social elite drifting apart from political parties and life,Western Socialist consider that for the aim of reflecting society constitute from party membersstructure, it is necessary to attract enough social elite and political resources who are free from outsideparties, and to establish a more modern party orgnization. As a result, the first is to process further power separation, which means further strengthen the rights of organizations at the grass-roots leveland the service awareness of superior organization; the second is to be more democratic, especially toenhance direct democracy, such as German SPD indicated to vote for the prime minister candidates byall party members instead of congress of party representatives; the third is to be more multiple,establish special party branch, import “project members system”, attract more members to participatethe party discussion and decision; the forth is to be more open, set more forums and dialogueplatforms, find more ways for social elite to participate the party work. The Vietnam communist partybelieved expanding intra-party democracy is helpful for release the imcreasingly more demands aboutparty democracy, and useful to develop a new situation in modern society. The second innovation is toattract and select high-quality talents, develop powerful cadre groups. Communist Party of the RSFSRalways used leading power appointment system and lifelong tenure, which definitely hindered thereplacement of cadres. Leaders’ self wishs were the most significant, other members and commonpeople did not care about the party. When Gorbachev announced to dissolve the Soviet communistparty in1991, the party organizations at all level and15million members did not react soon, this isconsiderable. Singapore people’s action party formed a standardized and programmed system, usingwritten examinations, general investigations, interviews, the central executive committeeinvestigations, psychological tests and the central executive committee judgements to widely attractelite, established a high academic, ideological and ethical standards cadre group, which laid a solidfoundation for its long term ruling. In1997, French Socialist party votes their Major secretary by allthe members instead of the executive committee. Italyleft Democratic Party makes it clear that “every member is the core of democracy and party activities”,for this reason they should take active parts in party activities. The western parties use expanding thevoting range as a main method to develop democracy, in addition, make it immobilized andinstitutionalized by the parties’ constitution. The western country political parties focus on expandingdemocracy within the decision process. Labour Party established national and local policy forums, inorder to make vast party members to participate policy formulation. Third, foreign communist partieshave tried creatively in self reform, enhancing governing ability and keeping advanced. The centralorganization department research institute of the party indicated about 《Research about thedevelopment trend of the foreign communist party under the background of global informatization》 that: since the1990s, face the challenge of globalization, informatization and the failure of worldsocialism movement, various countries communist parties adjusted their creeds and policies,attempted to adapt the contemporary circumstance and domestic reality struggle, did their best to savepower and influence. Generally speaking, the world socialism movements are at low tide, however,through the adjustment of creeds and policies, many noteworthy and exciting phenomenons appear,the movements have got some recovery and development. Communist parties are lack of abilities tochange themselves and to innovate, it is difficult for them to deal with new situations. One is the poordifferentiation of Dealing with class foundation. Second one is immature theory and the normal policy.Third one is the reduced trend of party’s organization.《self reform self rectify——the inevitabledevelopment law of Vietnam communist party》 explored the overall objectives and direction aboutthe party construction, the article stated: party reform is to adjust, change and abolish some outdated,laggard elements, to absorb, develop and improve some new progressive elements, in order to makethe party develop according to the rules, keep increasing the party’s leadership and fighting capacityin the new period.Reform and innovation are the characters of Marxist political Party. Facing the changes ofworld environment, country condition and party situation, the party’s17th conference and the fourthplenary session of the17th deployed roundly about strengthen and improve the party’s construction inthe new era, how to realize the party’s organizational work by the integration of theory with practice,from different aspects many theorists raised various thesis about the organization work’s ideologycreations and structure creations, Many grass-roots level organizations workers combine theirpractical works, explored various of innovative methodologies, created numerous experiences. Thisarticle uses them for reference from different aspects. However, how to make the party’s organization work into practice; how to unify the theory and practice; how to express its times characters, keepregularity, be full of innovation; how to achieve scientific, democratize and institutionalization is thereality problem of the organization work, these problems have not be solved well in practical works.We have to insist the spirit of reform and innovation to improve ourselves, promote the theoreticalinnovation, practical innovation and institution creation, enhance scientific and stimulate creativity.The new period reform and innovation of organization work are important practical significance.They have been the necessary guarantee for keeping the party’s long-term ruling, the opportunitiesand challenges request the spirit of reform and innovation.
