Research On The Construction Of The Evaluation System Of The Executive Power Of The Party Organization

Without a solid foundation, the earth was moving. Party’s Basic-level organization is the party entire job and the battle efficiency foundation, is carries out party’s route general and specific policies and each work mission fight fortress. From a practical point of view, On the whole, the Communist Party of China executive force of Party’s Basic-level organizations is good, but the weakness of the executive power is a common problem, and some is quite serious. Due to Party’s Basic-level organization is the typical execution organization. In this regard, The problem about the weakening of executive strength, our party must pay more attention to prevent deterioration caused by the "broken window effect" of primary Party organizations in social ecology, which will lead to the weakening of the party’s cohesion and combat effectiveness, and shake "the Party’s all work and combat effectiveness of the foundation ". Therefore, To strengthen the implementation of the construction of Party’s Basic-level organization is not only the top priority among priorities to the construction of Party’s Basic-level organizations, but also has the reality urgency. The construction of Party’s Basic-level organization execution evaluation system will contribute to find the Party’s Basic-level organization’s existing problems in the implementation activity, and to provide directional guidance for the Party’s Basic-level organization executive force construction, so the research of this paper has great practical significance.This paper is divided into main three parts as below: The first part is to define the related concepts of the basic level party organization execution evaluation system. The Party’s Basic-level organizations of the Communist Party of China is a general designation of the Party branch, the general branch and the basic level committee. Under the established conditions of "how",the implementation is "to do".Executive force is to change the pre-established strategic objectives and policies constituted in advance into reality through the implementation.The basic level party organization executive ability is a basic level party organization and its members on the basis of accurate understanding of the party’s policy objectives to develop effective solutions, While making full use of the resources of the basic level party organizations, the implementation of the party’s route, policy and the deployment of Party organization at the next higher level work practice ability, the basic level party organizations enforce is to complete the task, achieve the goal and serve the masses to unite people, That is what we usually say "implement" capability. The basic level party organization executive enforce evaluation system include elements which influence the strength of executive enforce in organization. It can reflect and summarize the concept of level in Party’s Basic-level organization’s aggregate execution and specific index. The second part mainly analyzes generation structure and the factors of influence, which belong to the Party’s Basic-level organization executive power,the purpose is to determine the evaluation index of the Party’s Basic-level organizations executive ability, and to lay a solid foundation for the construction of the logic of executive force of Party’s Basic-level organizations evaluation system. This paper argues that the Party’s Basic-level organization executive power is constructed by the Party’s Basic-level executive body,the object of the execution, the execution resources,the implementation strategy, the execution system and the execution environment.The quality of the constituent elements directly affects the strength of the executive power of the party organizations at the basic level. The subject factor,namely, the basic level party’s members or the basic level party’s organizations, play a leading role in the strength of the basic level party organizations’ executive power; the object factor is essential aspect of influencing the basic level party organizations’ executive power; the process of execution is the key link to implement executive power; The executive performance reflects the strength of the execution power; The institution is the external guarantee for the strength of the executive power; The execution resources are the prerequisite and necessary conditions affecting the execution power; The executive environment is the external condition affecting the execution power.The first and two part constitute the basis for this study. The third part is based on the analysis of the structure and influencing factors of the Party’s Basic-level organizations ’s executive force to implement further refinement for 6 first level indicators, 17 secondary indicators and 35 three level index, this paper builds up a set of evaluation system to valuate the Party’s Basic-level organizations’ execution. According to research paper of related execution,advice of experts,and the basic principle of the construction, it sets up the system evaluating execution of the Party’s Basic-level organizations, and puts forward some problems which need attention to the system.This part is the key and difficult point of this paper.
