Research On The Morality Construction Based On Government Intervention In The Period Of Social Transition

At present, China has entered the accelerating period of social transformation. In thepast more than30years, the increased speed of China’s economic has been attractingworldwide attention. At the same time, the problem of moral disorder has become the focusof Chinese society, which hindered the further development of economic and socialharmony and stability. Moral disorder phenomenon in the social morality and occupationmoral field performance is more outstanding, such as moral decay, moral anomie, lack ofideals and beliefs and prevalence of money worship. In modern society, moral issues is notonly the quality and culture of citizen, but it embodies the spirit of the nation, even of vitalimportance related to the national political aspect. At present, countries in the developmentof economy, increase the material wealth of society, meanwhile, also pay special attentionto the construction of spiritual civilization, especially to enhance the quality of the citizens,the moral order rectification. Objectively, governments at all levels have been constructingunremittingly to morality, and moral models emerge without end, but the moral order isalways not satisfied.The purpose of this paper is to explore the effective way of constructing morality insocial transformation period. The paper put forward a point of view that construction of thenew moral order must be completed under the effective government intervention,constructing combination of multidimensional path under government intervention. Theresearch process has implemented the basic principles of combining theory with practice,and subject to the current Chinese social development reality needs and also close to therealistic need of Chinese political system reform, which has important theoreticalsignificance and practical significance.This paper presents the key link to construct moral order during the period of social transition is government intervention. The paper demonstrates the necessity and rationalityof the implementation of government intervention, and proposes that the precondition ofgovernment intervention is to optimize the government occupation morality, includinggovernment officials morality and individual morality two aspects.The governmentoccupation morality is the guidance of morality of the whole society. Only the government,realized the optimization of occupation moral, can drive the whole society moraloptimization.Under the background of the government in the social practice of moral constructionin a series of requirements for the integration of ordering, this paper proposes the view ofwhich the "ideal morality construction" is the period of social transition and moralconstruction, and leading "basic morality construction" is the main body of moralconstruction during this period. Any social ideology can be in advance, as one importantpart of ideology, should does morality."Ideal morality" is the so noble value goal whichshould be promoted and developed that it should become the dominant morality;"Basicmorality" is the foundation of social morality construction, and further to the "idealmorality construction". Therefore, ideal morality should become the main body ofconstruction.With cultivating morality power under government intervention is an effective path tomoral order construction. The paper demonstrates the association of morality power andmorality needs. The government should use the benefit transfer and self-esteem valueconcept to lead citizens moral behavior choice, and use the herd mentality and belongingneeds to cultivate citizen moral demand psychology. Of course, whether cultivation of innerpower or enhance of external power, they both are inseparable from the governmentmorality intervention.Finally, this paper puts forward that fundamental way to construct moral order is themorality system. The paper discusses the possibility, the necessity, the realistic significanceand the principle of institutionalized morality system with the implementation path.
