The doctoral dissertation adopt themethod of the construction-function analysis to dissect the logic, structure and functionto get the knowledge of inner logic and outer effect of political culture in cyberspace,and explore the ways or approaches of development and improvement of politicalculture in cyberspace.The study consists of the introduction, main body and conclusion. The introductionpart analyzes the origin and significance of this study. The basic idea is that thespontaneous development of Internet technology is able to realize cyber-democracy,more unable to impact on real democracy, unless it adapt the element of political cultureand re-condensation the culture value. It is the fundamental way cyber world affects reality to change the political behavior through political culture. Next, narrate andcomment the theoretical basis concerned in this study. The conclusion part summarizesthe research results, the enlightenment and reference for the future research of politicalculture in cyberspace. The main body is divided into five chapters, respectivelydiscussing the reason and motivation of develop and study political culture incyberspace, the inherent logic, the structure, the function and the construction ofpolitical culture in cyberspace.The chapter one is that political culture comes into the arena of history, whichanswers the questions of that what is the political culture in cyberspace, and why itcomes out. The definition of political culture in cyberspace this study gives is that is thecollective map of online politics, offline politics and Internet technology in people’ssubjective consciousness, which cleverly embeds the political culture in cyberspace intothe political system. Multiple factors affect the appearance and development of thepolitical culture in cyberspace. The decisive factors are the developing situation ofpolitics and economy in domestic and international circumstance, and Internettechnology and Internet law is conditional factors. Followed by the analysis of thedynamic mechanism of political culture in cyberspace, from which the author gets theresult is that traditional political system hardly overcomes the chronic malady by itself,and needs external factors’ stimulate. Thestructure part discusses the relationship between the political inequality and unbalancedInternet resource allocation from the three aspects the physical structure, the subjectstructure and power structure. The function part presents the change, maintain andguidance function of political culture in cyberspace to the whole political system. The last chapter gives some suggestions for the political culture construction in thecyberspace. The systematical suggestion includes the five parts of institution, law,morality, subject and technology. As the rigid measures, the institution and law couldprovide external regulations to guide the orientation of the political culture in thecyberspace. The morality is the core and highest state of the political culture, and also isthe top priority. The subjects respect would provide the very concrete measures. The lastbut not least is improving the Internet technology, because the problems encountered byothers respects are never troubles if the Internet technology is advanced well.The significance and goals of this study is that the development of political culturein cyberspace is not a spontaneous process, but is an initiatively process of thegovernment-led construction. Political culture in the cyberspace has two-sided effect, sowe should capitalize on the trend to curb the negative side and activate the positive sideon the basis of being familiar with its development law, so as to establish a goodpolitical culture in the cyberspace to conduce to the realistic social order harmoniously.
