In this paper, we have analyzed the social system structure's four factors: technology, money-motility effect, behavior and culture effect. And we have open out the theory of organization design for social system structure and put forward some theoretical foundation for management. We made up the model to describe the relationship of each factors.When we paid our attention on technique, we can use the management model as ET =MxKxminJ to describe the relationship among technics & technology level, technology coupling multiplier and system function. We found that to inspire the individual with different manner or different distribution rate between the all and the one will bring out different effects. The fluctuate region [.4,5]'s properties and the the marginal substitute rate between different inspire ways have been analyzedparticularly. The inspire effect function U = (x,m') has some usefulcharacters to depict these effects. The mutual action effect function R = r{y) explained the connection between individuality freeness degree and commonness unification degree. We have post out the mutual relation of culture identify degree and cultures identify effect by culture identify effect function W = w(z).According discussing above, the whole organize management model of social system structure could be described as : E = Wx(1+ R)x(1+ U)xET. These fruits will add some new contents and suggestions to system management, and they also are useful to organization behavior theory.
