Research On Chinese Communist Party Intellectuals Policy 1992 - 1978

The new period from1978to1992, is an important historical stage in the historyof intellectual policy of the CPC. Bringing order out of chaos policy implementationand the intellectuals of the new policy is a successful practice in this key period. Onthe basis of the past experience and lessons, the CPC corrected understanding ofintellectuals and the intellectuals, from understanding and caring perspective, theinitiative to improve relations with intellectuals in order to solve the practicaldifficulties of intellectuals, through a series of policy adjustment, constantly creatingthe conditions and environment for intellectual ability and role. This relationship is the intellectual policy constantly adjusted. Thisperiod, according to the domestic environment, can be divided into three stages. Eachstage has a different historical task which needs to be solved. The CPC intellectualthoughts in this period are mainly as follows: how to improve relations with theintellectuals? How to play the role of intellectuals? How to protect the intellectualrights? How to promote the intellectual development? Finally,this paper describes the main content, the basic framework and innovations, revealsthe thinking context and logic, and demonstrates the value of this study.In the first chapter, after detailed bring order out of chaos, under the backgroundof the policy towards intellectuals. According to the correct cognition of theintellectual’s class attribute, the CPC introduced a series of policies, the establishmentof mutual trust relationship with intellectuals, to create conditions for the play of therole of intellectuals, in the following aspects as the recovery of fame and position,improving intellectual culture, standardized treatment and intellectual managementand use.In the second chapter, in the comprehensive adjustment and the period of reformand opening up, around the central task and development goals of socialism withChinese characteristics, and uphold the principle of "respect knowledge, respect talentvalue", the CPC actively did a good job in the implementation of related work, asintellectual talent to create a more relaxed environment in the following aspects assolving the problems left over by history, improve the intellectual status and treatment,advance science and education system reform, strengthen intellectual troopconstruction.In the third chapter, in the domestic political situation tends to be embarrassed,nervous reform at the deep-seated contradictions period, the CPC put forward clearlyintellectuals are pioneers of advanced productive forces, so as to ensure the smoothdevelopment of policy. the CPC deepen the reform of the cultural system, education,science and technology, treatment, management and use of high level talents, guidethe rational flow of intellectual rights protection, intellectual aspects, to meet therequirements of market economy to optimize the environment, through improving thelegal system safeguard intellectual rights, open up a new path to promote all-rounddevelopment of intellectuals.
