At present,China’s economic construction and social development have entered the period of comprehensive reformation,and virtually higher requirements for the development of education are put forward.Preschool education,as an important cornerstone of basic education,plays an important part in life-long education,therefore people’s demand for its development has changed from quantity to quality.Focusing more on and strongly supporting to it,preschool education has rapid development,but is accompanied by a series of problems.Among them,one of the most prominent problems is "the number of public kindergartens can not meet the demand",resulting in the difficulty of entering a kindergarten";Due to the purpose of profit-making of private kindergartens,which lead to “expensive tuition”.Based on such practical problems,the State put forward the concept of universal pre-school education for the first time in the Several Opinions of The State Council on the Current Development of Pre-school Education(Guofa [2010] No.41)published in2010,and launched three three-year action plans for pre-school education from 2010 to 2020,and introduced a series of measures which aim to solve the realistic problems faced by the development of preschool education.Taking the inclusive kindergarten policy implemented in five main urban areas of Lanzhou city as the research object,this paper uses interview,questionnaire and literature analysis method to sort out the current situation of inclusive preschool education jointly built and governed by multiple subjects such as government,market and social organizations.According to the theory of the government performance governance based on public value and combining the tool of the balanced scorecard,the theoretical framework suitable for this paper is established,and the evaluation index system of policy implementation effect is constructed.After analyzing the data,this paper concludes the following problems.First,the public value orientation is not sustainable enough in the process of policy implementation.Second,the organization and management in the process of policy implementation is not accurate enough.Third,the coordination and leadership mechanism in government implementation is not strict enough.The reasons are as follows: First,the understanding of the principle of participation in the process of policy implementation is not in place;Second,in the policy implementation environment,the size of inclusive kindergartens is large and the foundation is weak;Third,the supply of sustainable resources in the process of policy implementation is insufficient.Based on the research and theoretical guidance,this paper puts forward the following governance measures.First,optimize the policy performance evaluation oriented environment and adhere to the public demand as the value orientation;Second,we should adhere to the principle that policy formulation is tailored to local conditions and ensure that policy implementation is accurate and in place;Third,we will ensure efficient and coordinated policy implementation and promote sustainable development of policy performance.Under the theoretical framework of government performance governance based on public value,this paper evaluates the effect of inclusive kindergarten policy implementation and there are some innovations in the research perspective.The research conclusion can provide reference value for the development of inclusive preschool education in other similar cities in China.
