The reform of highway investment and finance system has promoted thedevelopment of highway industry which is playing a more and more importantsupporting role in national economic development process and made it an independentindustrial system. But highway industry in the process of transformation also faces aseries of deep-seated contradictions which mainly reflect in the workable competition ofhighway industry to be formed, the lack of self-organization capacity and inefficientoperation of highway enterprise and seriously restrict the innovative capacity ofhighway industry organization. In this context, the optimization of highway industryorganization will become the urgent matter. In view of this, the dissertation studiessystematically highway industry organization on the basis of SSCP theoreticalframework which includes market structure, property structure, enterprise conduct andmarket performance and hopes to perfect highway industry organization theory andfurther promote the development of highway industry.The dissertation is composed by seven chapters. The research contents focus onhighway industry organization and include three parts as follows:The first part, including chapter2, is the SSCP framework construction of highwayindustry organization. The second chapter leads to the necessity of property structure forthe SCP paradigm to analyze highway industry through making a thorough review ofresearch on the industry organization theory and highway industry current situation, andthen introduces property structure to construct SSCP framework in the front base inorder to lay the theoretic foundation for highway industry organization.The second part, including chapter3, chapter4and chapter5, studies concretelyhighway industry organization. Based on traditional market structure theory andregional characteristics of highway industry, the third chapter puts forward the scientificindex to evaluate the market structure of highway industry and further analyzes theevolution tendency of property structure which is an important factor to affect highwayenterprise behaviors. On the foundation of discussing the influence factors and the evolution of behavioral characteristics of highway enterprise, the4thchapter studies theform and defect of highway enterprise organizational adjustment behavior, proposes tocultivate self-organizational capacity measures and analyzes the performance andimpact of non-marketization behaviors of highway enterprise. The5thchapter studiesthe efficiency of highway industry from two aspects of static and dynamic systems, andestablishes the multiple regression models among the operating performance and marketstructure, property structure, which is applied to empirical analysis.The third part, including chapter6, discusses the optimization recommendations ofhighway industry organization. The6thchapter discusses the objective pattern for theoptimization of highway industry organization, conducts a quantitative evaluation onthe basis of analyzing the connotation of workable competition for highway industryand puts forward the corresponding countermeasures and suggestions to construct theworkable competition pattern. Lastly, in view of the problems existing in highwayindustry, optimization measures are suggested from market structure, property structure,enterprise conduct and governmental regulation.Through the research, the dissertation points out that highway industry of Chinabelongs to the extreme oligopoly market structure, with a high degree of monopoly;highway enterprises lack the ability of self-organization which can be cultivated by theimplementation of industrial catalytic policy and the use of the “subjective dynamicrole”of these enterprises; highway industry performance is positively related to marketstructure and negatively related to property structure; workable competition in highwayindustry is not ideal,but gradually become rational.
