Looking at the entire history of the world and reality, a considerable number of countries and regions have occurred in major emergencies. Where in natural areas or areas of human society which suddenly happened such as major natural disasters, major accidents or disasters or major public health events, almost have cause excessive loss of human or material damage. Facing the future, even though humans are very looking forward to not occur or be able to prevent and control major emergencies, but modern continuous occurrence of major emergencies, not only let the human to see for it is difficult to avoid the occurrence of major emergencies based on the present ability. And it is difficult to avoid the occurrence of major emergencies to humans is almost always caused by varying degrees of loss or major damage, but also to see face major emergencies possibly happened in the future, although it can not easily give up the traditional way to deal with. But more importantly, this is a must attach great importance and highlight the science and technology involved in responding to major emergencies.In recent years, although China’s science and technology involved in responding to major emergencies, some have achieved significant results, but there are still some prospective problems much-needed study and solve, such as sense of in science and technology involved in responding to major emergencies relatively not strong, the relative lack of science and technology investment, the key technology and product development is relatively slow and inadequate reserves and configuration level relatively low, prediction and forecasting level of some major emergencies relatively low, problem prevention and control capacity is relatively low, relatively low level of emergency management issues, countermeasures and policy can not introduce timely. Based on previous research on this issues, and against the current lack and urgency of study, the paper drawing on relevant research results at home and abroad, based on the latest theories and take advantage of a variety of related research methods, aimed strong internal logic problems in these issues in science and technology involved in responding to major emergencies, such as the basic theory, factors issues, the selection of optimal path, effective synergies, optimize the allocation of resources in science and technology issues, level evaluation in science and technology involved in responding to major emergencies and level strategy issues in improving the technological of issues involved in responding to major emergencies. This paper carries out a depth systematic study combination the theory and practice. It will help to promote further enrichment and improvement of theoretical system of science and technology involved in responding to major emergencies and it will offer reference.to the subject involved in responding to major emergencies technological decisions for reference.On the basis of analyzing and defining the focus of major emergencies and unexpected events, related concepts and their mutual relations of science and technology involved in responding and other issues, this paper analysis and clearly defined the concept and mechanism of science and technology involved in responding to major emergencies, pre-conditions selection of science and technology involved in responding to major emergencies, the characteristics and advantages of performance and how to divide stages and response target, subjects of response and their qualifications requirements and other basic theoretical issues.And on the basis of analyzing the identification perspective and the recognition principles in the science and technology involved in responding to major emergencies factors, this paper further analysis the technology involved in responding to major emergencies in the prevention and emergency preparedness phase, emergency and rescue phase, recovery and reconstruction stage and the influencing factors of whole process, combined with the analysis of influencing factors of different stages, and constructed the influencing factors relational model of science and technology involved in responding to major emergencies in the prevention and emergency preparedness phase, emergency response and rescue phase, recovery and reconstruction phases and the whole process and empirical analysis.In-depth analysis of the science and technology involved in responding to major emergencies, the importance of optimal response path selection functionality. And analyzing the selection of optimal path in science and technology involved in responding to major emergencies from multiple perspectives. Based on that, this paper discusses the participating subjects and best choice subject of optimal path selection in science and technology involved in responding to respond to major emergencies and the selection principle that should follow; and this paper systems explored in response activities events should be carried out of science and technology involved in responding to major emergencies in the prevention and emergency preparedness phase, emergency response and rescue phase, recovery and reconstruction phase and the whole process and based on different levels at different stages of activities to be undertaken, this paper constructed the optimal response path model of science and technology involved in responding to major emergencies in the prevention and emergency preparedness phase, emergency response and rescue phase, recovery and reconstruction phase and the whole process separately.On the basis of analysis the effective collaborative background of the science and technology involved in responding to major emergencies, this paper analysis the effective coordination body, object of effective collaboration and effective coordination of goals in science and technology involved in the process of responding to major emergencies in-depth and build an effective collaborative model of science and technology involved in responding to major emergencies.In the analysis basic meaning of scientific and technological resources required for the science and technology involved in responding to major emergencies and construct the characteristics model. On the basis of that, this paper analyzing the type of division and orientation of scientific and technological resources in the science and technology involved in responding to major emergencies. This paper also analysis the constitution of the optimal allocation system of scientific and technological resources needed in the science and technology involved in responding to major emergencies and build a system of science and technology resources optimal allocation model.In the study of background of level assessment and principles and purpose of the evaluation science in science and technology involved in responding to major emergencies, this paper analysis the level evaluation index system composition and the structural model of science and technology involved in responding to major emergencies. Based on this, we construct the level evaluation index system and evaluation model in science and technology involved in responding to major emergencies level of each system, and do the empirical analysis.Based on earlier research, we will focus on how to improve level of the science and technology involved in responding to major emergencies the problem, and analyzing the integration strategy should be chosen upgrading science and technology involved in responding to major emergencies level.This paper will help to further promote the research of many problems in science and technology involved in responding to major emergencies in-depth, and it will provide the appropriate reference material in help to focus on science and technology involved in responding to major emergencies. It will also help promote activities of science and technology involved in responding to major emergencies in depth, and assisting in increasing the levels of science and technology involved in responding to major emergencies, contribute to the maintenance of public safety and to promote sustainable economic and social harmonious development.
