After the country into the new normal,science and technology resources increasingly become the key to promote economic development and leading technological innovation.Under the overall strategic deployment of public innovation,the investment of science and technology resources in Sichuan province has been increasing year by year,but the problems,such as waste,low efficiency and so on,are becoming more and more obvious.In this paper,the efficiency of resource allocation in Sichuan province science and technology as the research object,by using statistical data from 2015 to 2006,according to the Sichuan province science and technology resource allocation status,a detailed analysis from the transverse and longitudinal two aspects,proposed funding structure in Sichuan province exists in the allocation process of scientific and technological resources in a single,the configuration is not reasonable,the low rate of scientific and technological achievements into three main problems and obstacles from.According to the input-output of science and technology activities is a process of multi input and output,using the distance function and panel data,construct a containing time series produced by the stochastic frontier model,factors of the efficiency and impact on Sichuan province science and technology resource allocation by using this model,and compared with other domestic provinces,further elaborated between Sichuan is located in the science and technology resource allocation efficiency and economic position and the gap between developed areas.Through the model operation results can be found: nationwide,positive human resource input and output of science and technology of science and technology,science and technology resources input and output of science and technology is negatively related,may be due to funding allocation unreasonable structure;allocation efficiency of science and technology resources increased with the increase of labor and capital investment,technological progress is neutral to promote the role of science and technology resources output,technological progress of science and technology resources has not occurred in the labor saving,but the capital saving technical progress,while the allocation efficiency of China's science and technology resources on the whole is decreasing year by year increase;in addition,focusing on Sichuan Province,the average efficiency of the allocation of scientific and technological resources in Sichuan Province in the country ranked 11,higher than the national average,is in the middle level,and Liaoning,Hunan two The overall level of the province is not much difference,but with Beijing,Jiangsu,Shanghai,the gap between these developed regions is still relatively large,and the central Hubei,northwest Shaanxi,there is a certain gap.By setting the technical inefficiency in R&D personnel in the inspection function,doctor and master the number of basic research in the field of R&D expenditures amount,the amount of money enterprise R&D funding sources,per capita GDP of four factors on the efficiency of resource allocation in Sichuan province science and technology,the number of graduate students,PhD in science and technology resource allocation efficiency has a negative effect of investment in the field of basic research will reduce the resource allocation efficiency of science and technology,expand business investment to promote science and technology and resource allocation efficiency,per capita GDP has a positive effect on the allocation efficiency of science and technology resources;then based on the empirical analysis,from the talent team construction,broaden the financing channels,to strengthen the three aspects of sharing platform construction is proposed to improve the efficiency of resource allocation in Sichuan province and countermeasures and suggestions.
