In the era of knowledge-based economy,science and technology are the backbone of promoting e conomic development.Nowadays,more and more countries attach importance to science and technology.The overall development strategy of science and technology has gra.dually become the core competitiveness of countries and p romoted the development of the whole society.However,in the process of carrying out scien tific and techn ological activities,the qu antity and allocation efficiency of science and technology resources determine the speed of scientific and technological developme ntPeople's livelihood and economic developmant have a greater impact,As one of the main systems of regional scientific and technolagical innovation,the performance of scientifie and technological input in the west.ern region has attracted the attention of the whole society.Therefore,it is very worthwhile to evaluate the performance of scientific and technological input in the western region.Firstly,the paper analyses the current situation and existing problems of scieince and te.chnology inve.stment in the western region,and explors the reasons for the problems.In terms of investmen t in scientific research funds,there are some problems such as Matthew effect,unreasonable input structure and low output caused by investment.In terms of human capital of science and technology,there are some problems,such as insufficie nt investment in human capital,weak scientific and technological Innovation ability of scientific researchers,and unbalanced distribution of scientific researchers.In the aspect of performance evaluation of science and technology investment,it mainly embodies in three aspects:unreasonab le performanoce evaluation index,poor feedback applic,ation of performance evaluation results,and imperfect performance evaluation index system.The reasons for this include the imperfection of scientific r esearch policy and the lack of pertinence of scien tific rese arch system.In view of the lack of reliable funds budget,inadequate supervision over the use of scientific research funds,and complex and lagging procedures for reimbursement of funds,the reasons for human capital are lack of effective human capital compensation,too rigid human capital incentives,and discrimination within human capital.Secondly,through the construction of performance evaluation indicators of scientific and technological input,the grey correlation of each indicator is carried out.Through the establishment of super-efficiency DEA model,the efficiency of input-output of science and technology is calculated from the two dimensions of the total process and the sub-process of science and technology input,and the East,Central and Western regions are compared and analyzed.Then the efficiency differences between the West and the East and Central regions are measured and analyzed by using the Theil index,and the Tobit panel data regression is established.The model carries out empirical analysis on the influencing factors of the performance of scientific and technological investment in the western region.Finally,it puts forward targeted policy recommendations in five aspects:adjusting the structure of scientific and technological investment,improving the management of scientific research funds,strengthening the management of scientific researchers,optimizing the policy of scientific research management,and strengthening the flexible management of scientific research fundsThe research show that:(1)the input-output efficiency of the western region is higher than that of the first and second stages;(2)the input-output efficiency of the western region is lower than that of the eastern and central regions;(3)the regional difference of the input-output efficiency of science and technology is greater than that of the inter-regional difference,and the internal difference of the western region is greater than that of the eastern and central regions.In the central and Eastern regions;(4)The performance of science and technology input in the western region is affected by technological progress,investment structure and marketization degree,and the quality of human capital has no significant impact on the performance of science and technology input.
