In the21stcentury, China and Russia have maintained a high economic growthrate, and with India, Brazil, South Africa, they are known as the “BRICS”. In theirprocess of development, energy has been playing a crucial role in economicdevelopment. With powerful energy reserves, large-scale exports of oil and gasresources, Russia has achieved her economic stability, recovery and growth. WhileChina’s fast economic development has to be built on the basis of stable energysecurity, and energy resources has an essential impact on the current and futuredevelopment of the two nations.With the Asia-Pacific region’s rapid growth of energy consumption ability aswell as the development of Russia’s implementation of her eastern strategy, Russianenergy strategy focus has gradually shifted to the eastern region. The development ofoil and gas resources in her eastern region, and her cooperation with China in theseareas have become one of Russia’s major strategic tasks. Russia’s eastern region isrich in oil and gas resources reserves, and its development potentiality is large. It isnot only to meet the needs of the eastern Russia basic living and production, but alsoto provide a certain export capacity. Russia’s eastern region and China have anexcellent geo-economic condition, so we can make use of this as one of the origins ofChina’s overseas oil and gas import diversification strategy. It is a good point to studythe changing international and regional multilateral cooperation in the energy andenvironment between Russia and China. Achieving mutually beneficial and win-win,it is not only conducive to China’s energy security and stability, but also influential forthe development of the global energy system.The study in this thesis is based on geographical connect between eastern Russiaand China. Siberia and the Far East region have rich oil and gas resources, so it is full of geographic advantage with China in energy cooperation. Therefore, the choice ofthe theories for the thesis is geo-economic research perspective, geographical location,natural resources, capital investment, industrial structure, oil and gas trade and otherfactors as the basic geopolitical conditions, combining with the regional economicintegration theory and factor endowment theory. Regional economics researchmethods are used to analyze and study the Russian oil and gas exploitation andeastern Sino-Russian energy cooperation.The thesis comprises seven chapters. According to the characteristics it can bedivided into four parts.The first part covers the first three chapters. Chapter1is to clarify the researchbackground and significance, and summarize issues related to the research status athome and abroad to introduce the research methods and thesis structural arrangements.Chapter2introduces the basic theories used in the thesis. Chapter3analyzes theinternational situation and Sino-Russian energy changes.The second part includes Chapter4and Chapter5, which focus on oil and gasresources in eastern Russia and the development of strategies and policies. Chapter4pays more attention to the analysis from the perspective of natural resources of oil andgas resources in Russia’s eastern region, including the basic situation of itsdistribution, reserves, production, export, transport, and processing, which is the basefor Russian energy cooperation with China. Chapter5will focus on Russian energydevelopment strategies and policies. A comprehensive analysis of the Russian energystrategy before2030will be made and the eastern region’s energy developmentstrategy and its main contents and characteristics of foreign cooperation are tried to beraised. All kinds of Russian government oil and gas resources policy are also studiedwhich are to promote the development of the eastern region. Finally, the Russianenergy companies’ status and role in developing oil and gas resources in the easternregion and external cooperation will be done.The third part consists of Chapter6. Based on the conclusion of current situationbetween the Sino-Russian energy cooperation, geo-economic advantages for theircooperation and problems during this process will be analyzed. The fourth part is Chapter7. According to the previous analysis, theSino-Russian energy cooperation countermeasures and suggestions are proposed. It isstressed the need to exert energy cooperation between China and Russia in the field ofgeo-economic advantages, and we should make full use of both geographical andcapital investment, infrastructure construction, industrial structure and othercomplementary aspects to constantly enrich and innovate energy cooperation. Inaddition, the two nations should strengthen cooperation in the energy enterprise level.
